Climate change mitigation expenditure Latest developments Joint meeting of Task Force on Environmental Transfers and Task Force on ReMEA 16 October 2012

Background Background Eurostat is exploring the possibility of identifying expenditure related to climate change mitigation (CCM) within the existing modules and classifications. DG CLIMA very interested in CCM expenditure. During last TF meeting, members were invited to share their views on several CEPA and CReMA classes relevant for CCM, on the potential data sources and their availability at national level and on the way forward.

Costs of CCM Monitoring of the expenditures and future cost of climate change mitigation measures There is currently no statistical office in Europe that compiles and publishes statistics specifically designed to capture expenditures on climate change mitigation. There are some types of statistics in place that could be useful for the purpose of monitoring climate change mitigation from a monetary perspective. Not one specific type of statistics but a combination of several (e.g. EPE, energy taxes, GERD, EGSS). Would probably not fit the purpose completely so might require some adjustments.

Possible ways forward Using and adjusting existing statistics Entire area of mitigation (e.g. expenditure, transfers - taxes and subsidies, investments air pollution and energy efficiency, trade of related technologies, R&D, international aid). Investment flows of mitigation activities (e.g. the EPE data collection, investments in process technologies to reduce GHG emissions including energy efficiency measures and investments in logistics to reduce transportation of goods and services). Boundaries ? Potentials of tweaking existing data collections? 2. Creating an entire new data collection setting up a statistical frame that would cover the area.
