JCOMMOPS JCOMMOPS occupies a unique place as the focal point for the practical coordination of the (in-situ) ocean observing systems defined by JCOMM. Its role consists of the following core activities: • to assist in the implementation and deployment of the observing networks through close interaction with programme managers and platform operators, and through Capacity Development and outreach; • to assist in establishing ,maintaining and verifying mechanisms for the timely exchange of data and metadata, including the facilitation of quality control and archival functions; • to develop the consistent set of tools needed to monitor the status of the observing system and its attendant data and metadata distribution, so as to identify action areas and improve the overall effectiveness and development of the system.

Infrastructure UNESCO/IOC Paris WMO Geneva Ifremer Brest CLS Toulouse

Infrastructure $700k / year [extra budgetary] and regular contributions by 12 Members/Member States, and Britanny/France local authorities (2016) 5 permanent Staff 3 Program experts 1 I.T. Permanent Monitoring Dashboard

Monitoring Register platforms at JCOMMOPS (enable real-time tracking, metadata quality control) – Platform Operator responsibility. Link metadata with Global Data Centres, GTS, national data centres, labs Quantitative, qualitative targets Community requirements (GCOS IP, OceanObs), discussed within Panels & Steering Teams Consensus between scientific, technical, operational (sea ice, shiptime, EEZ access), funding capabilities Global, regional, national, by network, integrated (by EOV) Metrics, Indicators (developed by JCOMMOPS), harmonized across all components Implementation, data flow, instrumentation international support, data uptake

Performance Indicators

Key Performance Indicators

Monitoring Benefits: Clear vision Optimization of resources available to implementers Optimization of (quality) data delivered to users Gaps, weaknesses, strengths detections (e.g. delays) Transparency of implementation (e.g. EEZ warnings) Democratization of information access Promotion of networks and Members contribution Reporting capacity for any perspective

Example: TPOS & Argo Activity: 3800 floats global, 892 for TPOS Coverage/Density: 3°x3°, one observation / 10 days Intensity: 913 deployments/year global, 217 TPOS

Performance Indicators (TPOS/Argo)

TPOS (Argo) getting old

Tropical Moored Buoys

TPOS2020 TPOS2020 new requirements Sustain the core - enhance New monitoring tools, indicators by JCOMMOPS

JCOMMOPS & WIGOS Gather and control metadata from platform operators Work within observing networks to design and harmonize metadata formats (WIGOS standards). Path to « integration ». Relay and archive feedback on data quality from users (including NWS) to data producers Serve up on a plate all these metadata on marine networks status to OSCAR – WIGOS compliant (under progress)

Ship Time Service Cruise plans (main R/V) available Extra opportunities from industry, NGOs, Sailing, etc. JCOMMOPS can provide a low cost service for deployment/retrieval of instruments

Key Points All met/ocean platforms to be registered @ JCOMMOPS JCOMMOPS harmonize metadata and fuels WIGOS/OSCAR WMO has increased its support to the infrastructure (raised visibility, management, guidance, administrative) - Responsibility Members encouraged to support further this unique initiative, and its expansions (regional/coastal, HF Radars, satellites, animal tracking…) JCOMMOPS can develop cooperation around observing platforms (transfer instruments and expertise to new partners)

Thank you JCOMMOPS takes the pulse of the ocean observing system(s) for any perspective.
