1 TPOS in the WIGOS framework
WMO Executive Council – 69 Side Event 10 May 2017 Johan Stander JCOMM Co-President

2 Tropical Pacific Observing System (TPOS) 2020
Innovative project of the Agency sponsors fast response. Reiterate importance of Tropical Pacific for delivery of seasonal climate information and climate services. Oversee the transition to a more resilient and integrated observing system to meet the identified gaps/future needs. The Tropical Pacific Observing System (TPOS) 2020 project is an international, limited-term effort to enhance and redesign the Observing System in the Tropical Pacific Ocean. It emerged from a workshop and review of the TPOS during , triggered by the deterioration of the TAO mooring array in The sponsors of TPOS 2020 include individual institutions and agencies who are providers and users of ocean information in the Pacific Ocean region, as well as relevant intergovernmental bodies such as the Global Ocean Observing System (GOOS), the Global Climate Observing System (GCOS), and JCOMM.

3 TPOS 2020 in WIGOS Framework
TPOS is a pre-operational WIGOS pilot project implemented through JCOMM, TPOS is an example contributing to the WIGOS Vision 2040 [Ref. to EC-69-inf05-1(1)] Focused on the Tropical Pacific and addressing a number of the WIGOS pre-operational phase priorities and challenges; Network design Quality Monitoring Regional implementation - Research and operational stakeholders/funders Sustained and experimental observations Collection of metadata into OSCAR stakeholders/funders The future WIGOS will build upon existing sub-systems, both surface- and space-based, and capitalize on existing, new and emerging observing technologies not presently incorporated or fully exploited. Incremental additions to the WIGOS will be reflected in better data, products and services from the National Meteorological and Hydrological Services (NMHSs). WIGOS will be a comprehensive “system of systems” interfaced with WMO co-sponsored and other non-WMO observing systems, making major contributions to the Global Earth Observation System of Systems (GEOSS); and will be delivered through enhanced involvement of WMO Members, Regions and technical commissions

4 TPOS 2020/JCOMM Transition and Implementation Task Team
TERMS OF REFERENCE 1. To serve as the advisory group within the TPOS 2020 Project to the Steering Committee and Resources Forum, and to JCOMM, on implementation and associated transition arrangements for contributions to the TPOS; 2. To act as the focal point within the TPOS 2020 Project for matters related to implementation, including reconfiguration of the tropical mooring network; enhanced Argo profiling; improved monitoring of key surface variables; consideration of implications for data management, capacity building and services; and coordination with other parts of the global observing systems; 3. To keep informed of, and as appropriate, review potential new technologies that might contribute to the Backbone of the TPOS; 4. To keep informed of, and as appropriate, review the progress and outcomes of relevant TPOS 2020 Pilot Projects, particularly those targeting the Backbone of the TPOS; 5. To consider governance options for maintenance and implementation of the TPOS, both during and beyond the TPOS 2020 Project with focus on regional mechanisms, taking into account strategies and plans of JCOMM, WIGOS and GOOS; 6. To develop implementation plans in responses to the First and subsequent TPOS 2020 Reports; 7. To collaborate in, as appropriate, the work of the Steering Committee and other relevant Task Teams of TPOS 2020; 8. To consult and work with other Groups and expert teams of the T&I TT Sponsors, as appropriate; 9. To keep informed of the work of other relevant international organizations and programmes and to advise the TPOS 2020 Steering Committee and Resources Forum, as required; and 10. Provide reports to the annual sessions of the JCOMM MAN and TPOS 2020 Steering Committee.

The concept of a WMO Application Area is used in the framework of the WMO Rolling Review of Requirements (RRR) and describes a homogeneous activity for which it is possible to compile a consistent set of observational user requirements agreed by community experts working operationally in this area.
