25 Conclusions The United Nations Financial Situation Cash positions are positive at year end except regular budget. Outstanding payments to Member States will decrease to $512 million at the end of Regular budget is facing pressure at year end. The financial health of the Organization continues to depend on Member States meeting their financial obligations in full and on time. The number of Member States meeting full obligations is higher, with 31 Member States, compared to 18 last year.
