Yellowstone River sub-Area Contingency Plan Overview In an effort to be “greener and leaner” EPA has been wisely restricting non-site travel to attend meetings, so I’m participating today remotely via Adobe Connect. I sincerely hope that this wizardry enables me to effectively interact with all of you in Portland from the office here in Denver. Just in case the Toto’s of the digital age decide to pull back the curtain, the RRT Coordinator for Region 8, Gina Cristiano, and the EPA Co-Chair, David Ostrander, are in the room to take over in the event I begin looking like the Wizard of Oz here. I would ask that you hold your questions until the end and recognize that I’ll be unable to hear you groan at my jokes, which is probably a good thing. Before I begin, I’d like to admit openly that when I mobilized to Billings, MT on July 4, 2011 to support the Response Duty OSC, I was a freshly-minted OSC with a mere three years and only two oil pipeline breaks on my dance card, neither of which went “thermonuclear” with I am by no means

Supplementary Environmental Project – Yellowstone sACP

Supplemental Environmental Project Yellowstone River Basin Sub-Area Contingency Plan (sACP) Tactical Response Plan (TRP) Additional spill response equipment and equipment staging Training and exercises for local emergency responders including: Training on the content and use of the sACP and TRP Boom deployment and hands-on use of response equipment; Additionally, targeted grant funding may be provided to assist LEPC’s or other appropriate party in the region provide training (e.g., HAZWOPER) to local individuals sACP and TRP annual maintenance for three years

Tactical Response Plans Purpose: To provide responders with a pre-developed plan of action in the event of an incident. 1.) Reduces critical initial response time by identifying the following: - Staging Areas - Protection areas - Recovery areas 2.) Pre-identified response sites take the guess work out of resource deployment. - Booming strategies on maps with optional driving directions - Pre-populated ICS 204 forms (Work Assignment) 3.) It aims to protection the public’s Health and Safety and Environment. - Environmentally Sensitive Areas - Water Intakes/Irrigation Intakes - Local, State, and Federal Parks/Schools/Public Facilities

Tactical Response Plans Function: Tactical Response Plans may be used for actual emergencies or training purposes. 1.) Actual emergencies: - Pages from the document may be copied and sent into the field for rapid deployment. 2.)Training purposes: - Familiarizes responders with the surrounding terrain, response techniques, and procedures. Tactical Response Plans are created to be NIMS compliant, to adhere to the “universal language” of the ICS process. - ICS 204 forms - Response techniques - Equipment types and deployment methods

Tactical Response Plans Benefits: 1.) All parties (RP, local, state, federal, contractor) involved are able to work off the same plan with the same set of instructions. 2.) Ensures allocation of resources to the highest priority protection sites. - If no plan is in place to begin with, OSRO’s and field responders have to develop impromptu strategies, potentially proving costly to the response.
