2 Objectives Identify three applications of documentation in disaster recovery and mitigation. Identify purpose and benefits of documentation. Describe roles and responsibilities of personnel involved in documentation. Describe tools which assist documentation. Explain how information generated in the documentation process is used to support recovery and mitigation activities.

3 Importance of Documentation
Unless you have unlimited funds, or don’t need reimbursement there is no more important activity in disaster recovery than DOCUMENTATION.

Collection, organization, and use of information during disaster recovery and mitigation operations.

6 Unit 7 Documentation Disaster Operations During response and early recovery, the Documentation Unit within the Planning Section performs documentation, mapping, and reporting for Field and Emergency Operations Center (EOC). The Documentation function is critical to every agency or jurisdiction involved in the emergency response and recovery - but especially for jurisdictional EOCs who will need to be able to manage and utilize the volume of incoming and outgoing information for all aspects of the response operation. Some specific examples of operational documentation are: Flash Reports Situation Reports Operations Reports Essential Elements of Information Incident Action Plans for each operational period Demobilization Plans Ad Hoc Tactical Plans Thurston County IEMC

7 Unit 7 Documentation Project Management During recovery and mitigation, progress is tracked by documenting: Local government decisions Plans Reconstruction and restoration projects Thurston County IEMC

8 Unit 7 Documentation Financial Management The local emergency operations plan should identify policies and procedures for financial management Usually coordinated by the Finance and Administration Section The importance of documentation is especially evident into recovery and redevelopment, where archival information plays important roles in financial reimbursement, utilization of funding for recovery and redevelopment, and policy application and decision making. Provides a record of project proposals, plans, and costs Tracks progress of individual projects Identifies completion of a project

Supports financial and budgetary decision-making (initially, local jurisdictions have to cover disaster costs) Justifies reimbursement and documents cost of recovery

18 Documentation Strategies
Unit 7 Documentation Documentation Strategies Have a documentation plan Establish before disaster strikes! Train and exercise all personnel involved – regularly Implement documentation system during incidents, regardless of complexity Be sure to make detailed notes on anything you do that is out of the ordinary or a shift in policy or procedure. Write it so someone else can pick up the paperwork in five years and understand what you did – and more importantly, be able to justify why you did it! There a contractors who specialize in disaster reimbursement, which makes them subject matter experts on documentation requirements and many offer a great deal of assistance in how to prepare so that documentation needs are being met during disaster operations. Don’t reinvent the wheel...have a working daily work management system Organize and file paper records Make .pdf copies of all paper records before filing (for future use and reference) Use FEMA and ICS forms when possible and practical Assign responsibility for organizing and maintaining documentation Provide training for all personnel involved in process Exercise plan frequently
