Levels of Emergency Management Local: Disasters typically start at the local level with activation of the Emergency Operations Center (EOC) County: Office of Emergency Management (OEM) represents 88 communities; will activate its EOC if two or more are affected State: Office of Emergency Services (OES) will activate its Regional EOC (REOC) to support multiple Counties Federal: Federal Emergency Management Agency (FEMA) will send representatives to support the incident per Presidential directive

City EOC Management Emergency Operations Center (EOC): City Manager - Director of Emergency Services Fire Chief - Assistant Director of Emergency Services Fire Department - Emergency Management Coordinator

City Emergency Plans Two Emergency Management Plans: Emergency Operations Plan (EOP) Local Hazard Mitigation Plan (LHMP)

During a Disaster City Manager will update Disaster “800” number as early as possible: General situation, status and actions Priorities Media and notification considerations City Manager will brief Council And continue to share information as it becomes available

Roles of City Council Proclaim Disaster Assist in Communications Emergency proclamations must be ratified with seven days Proclamations must be reviewed every 14 days or terminated Assist in Communications Support staff efforts in response and recovery

Role of City Council: Communication City Council will receive updates from City Manager and Public Information staff Make sure all information given to the media and public is: Clear Consistent Coherent Confident

Role of City Council: Provide Leadership Disseminate coordinated messages to constituents through district meetings Participate in press briefings with City staff Motivating and supporting employees so that they can accomplish difficult tasks under dangerous and stressful circumstances Host or accompany government officials and city stakeholders on tours of affected areas

Role of City Council: Before a Disaster Ensure the City is well-prepared through the Disaster Emergency Services Council (DESC) Help raise awareness and encourage engagement: Community Emergency Response Team (CERT) Training FEMA 21-hour course or 4-hour overview Map Your Neighborhood (MYN) Disaster Preparedness Presentations Other Public Education outreach / training opportunities
