PPP is only one off many means to get a good infrastructure - at the lowest possible cost !

The motorway Kliplev - Sønderborg

Facts 25 km 4-lane motorway (130 km/h) from E45 by Kliplev to the Alssund Bridge by Sønderborg 7 approach systems 10 local roads across/under 10-15 km reconstruction of local roads 2 small valley bridges Average amount of daily traffic in 2015: Western part: 9.000 Eastern part: 25.000

Differences between building and construction Building: - The asset is marketable - Buildings are isolated objects - The building is projected after choice of location - Simple regulatory process - Few neighbours - Only building activity at the building site Road constr.: - The asset is not marketable - The road system is a network, where each road must be seen alike - Road construction must be projected before the site is acquired - Complicated regulatory process - Numerous neighbours - Other activities at the construction site (traffic), when existing roads are reconstructed

Important choices in our process: Public ownership Parallel tender considered, but abandoned Tender material inspired by Norwegian concept Type of tender with competitive dialogue

Important requirements - construction: Observation of acquisition boundaries Observation of official autorizations Observation of road standards Usage of low-noise asphalt Important requirements – operation and maintenance: Road must match the rest of the road network Road users must not experience a difference Usage of operation specifications Construction requirements convert into performance and condition requirements
