What and why? 16 National Environmental Objectives and 72 interim targets Established by Swedish parliament Benchmarks for all environment-related development in Sweden, regardless of where it is implemented and by whom Aim is to solve all major environmental problems within one generation The targets flesh out the objectives by describing the situation in a given year, usually 2010. The Environmental Code is Sweden's first coordinated body of environmental legislation and the main legal instrument for achieving the environmental objectives. Fifteen objectives were adopted in April 1999, and the 16th objective was adopted in November 2005.) 16th was on biodiversity Interim targets established between 2001 and 2005 1/12/2019

1/12/2019 ENVIRONMENTAL QUALITY OBJECTIVE Reduced Climate Impact Will the objective be achieved? ENVIRONMENTAL QUALITY OBJECTIVE Will the interim targets be achieved? Current conditions, provided that they are maintained and decisions already taken are implemented in all essential respects, are sufficient to achieve the environmental quality objective/interim target within the defined time-frame. Reduced Climate Impact Clean Air It will be possible to achieve the environmental quality objective/interim target to a sufficient degree/on a sufficient scale within the defined time-frame, but only if additional changes/measures are brought about. Natural Acidification Only It will be very difficult to achieve the environmental quality objective/interim target to a sufficient degree/on a sufficient scale within the defined time-frame. Example: Clean Air The air must be clean enough not to represent a risk to human health or to animals, plants or cultural assets. The outcome within a generation: Concentrations of air pollutants do not exceed low-risk concentrations for cancer or target values for protection against diseases or effects on plants, animals, materials and cultural objects. The target values are set with reference to persons who suffer from hypersensitivity and asthma. 6 Interim targets Authority responsible for objective: Swedish Environmental Protection Agency Environmental Objectives Council In January 2002 the Swedish Government established the Environmental Objectives Council to promote consultation and cooperation in implementing the environmental quality objectives adopted by Parliament. The Council consists of representatives of central government agencies, county administrative boards, local authorities, non-governmental organizations and the business sector. The Council is served by a Secretariat based at the Swedish Environmental Protection Agency. The principal functions of the Council are: • to monitor and evaluate progress towards the environmental objectives, • to report to the Government on how efforts to achieve the objectives are advancing and what further action is required, • to coordinate the information efforts of responsible authorities, • to ensure coordination of the regional application of the objectives, and • to allocate funding for monitoring of progress towards the objectives, environmental monitoring, and reporting at international level. County administrative boards and municipal authorities Sweden's 21 county administrative boards have overall responsibility for defining and monitoring regional goals relating to the environmental quality objectives. The county administrative boards support the municipalities which have overall responsibility for local adaptation of the national objectives. Authorities responsible for the environmental objectives A number of national authorities have been given overall responsibility for the environmental quality objectives. This includes proposing and implementing measures as well as monitoring, evaluating and reporting progress. Interim target 1, 2005 A level of sulphur dioxide of 5 µg/m3 as an annual mean will have been achieved in all municipalities by 2005. Interim target 2, 2010 A level of nitrogen dioxide of 60 µg/m³ as an hourly mean and of 20 µg/m³ as an annual mean will largely not be exceeded by 2010. The hourly mean may not be exceeded for more than 175 hours per year. Interim target 3, 2010 By 2010 concentrations of ground-level ozone will not exceed 120 µg/m3 as an 8-hour mean. Interim target 4, 2010 By 2010 emissions in Sweden of volatile organic compounds (VOCs), excluding methane, will have been reduced to 241,000 tonnes. Interim target 5, 2010 A level of particles (PM10) of 35 µg/m³ as a daily mean and of 20 µg/m³ as an annual mean will not be exceeded by 2010. The daily mean may not be exceeded for more than 37 days per year. A level of particles (PM2.5) of 20 µg/m³ as a daily mean and of 12 µg/m³ as an annual mean will not be exceeded by 2010. The daily mean may not be exceeded for more than 37 days per year. Interim target 6, 2015 A level of benzo(a)pyrene of 0.3 ng/m³ as an annual mean will largely not be exceeded by 2015. 1/12/2019
