How did I get here? OSU Hanford Nuclear Reservation 11/11/13 – present Hanford Nuclear Reservation 2009-2013 Good Samaritan Hospital 2006-2009 National Disaster Medical Assistance Team 2008 – present (reserve employee) Benton County Emergency Management/SAR 1999-2006 Army 1989-1997

Scenario: You are working on a project or task and suddenly an incident happens. Incident Now you have to deal with this distraction so that your original project can continue.

It’s up to you decide how you will respond: If you are starting to think about how to respond in the middle of the incident, then you are too late.

Emergency Management Risk = Hazard x Vulnerability Look at the risks/hazards that could apply to our project/task Risk = Hazard x Vulnerability Assess the Hazards Assess the Vulnerability Reduce the hazards (build, move, procedures) Reduce the impact (train, plan, stockpile, exercises, lessons learned)

When it goes bad – Incident Command System (ICS) Standardization of Terminology Command (someone is in charge) Planning/Organizational Structure Management By Objectives Incident Action Plan (IAP) Modular organization Manageable span of control Facilities and Resources Communications/Information Management Professionalism

ICS and Project Management Initiating Planning Executing Monitoring and Controlling Closing Incident Response: Size up Incident Action Plan Implement Briefings Demobilization Apply these tenants to anything: Thanksgiving Civil War Earthquake

Strengths of ICS Focuses on safety of personnel, then incident resolution Integrate personnel from different organizations Understand the same structure Job descriptions are standardized Modular – only activate the parts you need Chain of command – by position, not by job title Span of Control: 3 – 7 direct reports

Structure says it all

Standard Job Descriptions Function Description Public Information Officer Information dissemination Media relations Gathers/gives information to community Safety Officer Addresses safety of responder issues Liaison Officer Point of contact for other organizations working within your structure

General Staff Incident Command Operations Planning Logistics Function Description Incident Command Establishes incident objectives, strategies, and priorities. Assume overall responsibility for the incident. Gives Direction Operations Determines tactics and resources for achieving objectives. Directs the tactical response. Doer (fixes the problem) Planning Collects and analyzes information. Tracks resources Maintains documentation. Looks ahead Logistics Provides resources and needed services. Getters Finance/ Administration Accounts for expenditures, claims, and compensation. Procures needed resources. Pays

Span of Control ICS span of control for any supervisor: Is between 3 and 7 subordinates. Optimally does not exceed 5 subordinates.

ICS in Action Start with one person doing all the tasks/positions 1/3/2019 ICS in Action Start with one person doing all the tasks/positions As the situation grows, the duties are passed to someone else (span of control=5) The organization grows bigger as the situation becomes complex ics overview.ppt

An Example Police receive a call about a truck on fire. 1/3/2019 An Example Police receive a call about a truck on fire. The following are dispatched: 1 police car, 1 patrol officer 1 fire truck, 4 person crew ics overview.ppt
