Lisbon strategy Changes in ministerial structure IPSG 18.-19.2.2008

A few points from history Changes in to the structure of Finnish ministries extremely rare. The current Government made several changes in its programme. One key reason behind the changes was to boost innovation and competitiveness of the Finnish nation. The idea of structural changes had been around for a long time, but in the previous Government the solution was to strengthen horizontal co-operation by policy programmes. There were policy programmes for instance on employment and entrepreneurship.

Spring 2007 A new ministry of Lisbon strategy The new ministry is merged from two ministries (Trade and industry + Employment) and has also parts from the Ministry of Interior (regional policy issues) 70 % of the Lisbon strategy issues are in this ministry. 1.1.2008 Ministry of Employment and Economy.

Complete change EU-countries are actively thinking of how to combine education and employment in a way that creates welfare and competitiveness. The Ministry of Employment and Economy aims to be the Finnish solution to the question of how to better help work (job opportunities) and people looking for a new job to meet each other. The aim has been to find synergies and not just to combine two ministries and parts of a third into one. The whole structure (eg. departments) is brand new, but the most radical innovation is the leadership structure of the ministry and its whole administrative field. There is a corporate governance unit that is responsible for strong co-ordination and performance management of all the agencies, insitutions and the whole administrative field of the ministry.
