Background San Diego APCD has provided millions of dollars in incentive grant funding for mobile source emission reduction projects Funding sources include local, state, and federal programs For Fiscal Year 2011/2012 alone APCD: Provided over $6 million in incentive funding for emission reduction projects Over 200 engines cleaned up Annual emissions reductions from these projects in excess of: 70 tons of NOX 5 tons of PM

Voucher Incentive Program Accepting applications NOW!!! First-come, first-served Open to fleets that have 10 or fewer on-road heavy-duty diesel vehicles (> 14,000 lbs GVWR) Additional eligibility requirements apply Truck Replacements Up to $45,000 voucher Truck Retrofits Up to $10,000 voucher List of participating dealerships available at: http://www.sdapcd.org/homepage/grants/grants.html Projects must be completed by December 31, 2012

Carl Moyer Program (Year 13) Approximately $3.3 million will be available in San Diego County very soon! Applications will be accepted once solicitation opens. Applications will be made available on APCD website at: http://www.sdapcd.org/homepage/grants/grants.html Open to various types of equipment (Off-Road, Marine, Agricultural, Locomotives, etc.) Subscribe to APCD’s “Air Quality – Grants & Incentives” e-mail list serve to be notified when funding opportunities are open and available

Carl Moyer Project Eligibility & Funding Amounts Off-Road Equipment Eligibility dependant upon fleet size/ATCM compliance Repowers - 75% to 85% of eligible costs (Tier 1 – Tier 4) Retrofits - up to 100% of eligible costs Agricultural Engines/Equipment Limited opportunities based on ATCM compliance Repowers - 85% of eligible costs New Electric Purchase - 20% of eligible costs Locomotives Eligibility dependant upon railroad class Alt. Tech. Switcher - 50% to 85% of eligible costs Remanufacture - 50% to 85% of eligible costs Marine Vessels Eligibility dependant upon vessel type Repower - 50% to 85% of eligible costs Shore power - 50% to 100% of eligible costs

Carl Moyer - Minimum Eligibility Minimum eligibility requirements include, but not limited to: Must be completed ahead of regulatory compliance requirements (1 to 3 years early) Must meet cost-effectiveness limit (currently $17,080/ton of pollutant reduced) Must operate at least 75% within CA and 51% within San Diego County Additional eligibility requirements specific to project category

What you need to do now: Sign-up for APCD email list serve to be notified when funding is available Gather usage records for the past 24 months (fuel, hours, mileage, etc.) Gather records showing CA and SD operation for the past 24 months (work tickets, daily logs, etc.) Gather vehicle/engine information (serial numbers, HP, engine families, etc.) Ensure your engines have legible labels Meet with vendors about proposed new equipment Submit an application to San Diego APCD when applications are available!
