I. Summary of Concluding Observations of the CRC Committee in 2003 and 2006

In 2003 1. To review and admend related legal documents in order to ensure that in all child related activities, their best interests should be placed first; 2. To continue to reform the legal system, especially the juvenile justice (for example to build up seperate law on juvenile justice and establish of juvenile court...);

3. To create effective mechanisms and adequate budget for the coordination and monitoring of the Convention, NPA and other related programs/ projects; 4. To improve the child statistic collection in general and statistic information on child abuse and exploitation in particular;

5. To establish an independent mechanism for supervising and monitoring child rights; 6. To improve the quality and access to social services by poor child and their famillies, especially in child and mothers health care, nutrition, water, early childhood development and basic education;

7. To continue to develop policies on family and consolidate services for child protection 8. To enhance IEC on the Convention and the Committee’s Concluding Obersations to ellected people, staff of related agencies; to improve capacity for staff working with children at all levels, especially on social work, counselling and juvenile justice;

9. To increase child participation 10. To submit the combined 3rd and 4th report by 1st September 2007

In 2006 1. To withdraw Items 1,2,3,4 (Article No.5) on Extradinary in the Optional protocol on the sale of Children, child pornography and child prostitution;

2. To consider to accede: The Hague Convention No 2. To consider to accede: The Hague Convention No.33 on Protection of Child and Inter-Country Adoption Cooperation; the UN Convention against Trans-national Organized Crime and Optional protocol on preventing, tackling and punishing crimes of trafficking in humans, especially in women and children; the II Protocol to the Geneva Convention on protection of victims in armed conflict;

3. To continue to review and admend related legal documents on protection of child victims, criminal responsibility of crimes on child sale, child prostitution … 4. To improve the child statistic collection system, especially on child abuse and exploitation

5. To increase budget for prevention and control of child trafficking, child prostitution 6. To increase IEC on the Convention, its optional protocols and concluding observations; to enhance capacity of staff on prevention and control of child trafficking

II. Preparation process 1.
