Program / Project Overview SBIR is a congressionally mandated program across the Federal Government to provide small businesses and research institutions opportunities to participate in government sponsored research and development. The program stimulates technological innovation, integrates small business-developed inventions into defense systems, and increases commercial application of Army supported research and development efforts The forecast data is for planning purposes, does not represent a pre-solicitation synopsis, does not constitute an invitation for bid or request for proposal, and is not a commitment by the government to purchase the desired products and services
