2 SBIR Small Business Innovation Research Program Objectives Stimulate technological innovation Increase private sector commercialization of federal R&D Increase small business participation in federally funded R&D Foster participation by minority and disadvantaged firms

3 SBIR Small Business Innovation Research 2.5% of external research in excess of $100 million Awards > $1 billion annually to stimulate small business research >50% with firms fewer than 25 employees 20% to minority or women owned businesses 15% of SBIR/STTR proposals awarded phase I contract 50% of phase I contracts subsequently awarded phase II contract

4 SBIR SBIR Phases Phase I – project feasibility; determines scientific, technical and commercial merit of the ideas Phase II – project development; funds the major research and development effort including prototyping Phase III – commercialization; derives from, extends, or logically concludes efforts perform under prior SBIR agreements

5 SBIR Eligibility Small business; < 500 employees Independently owned and operated for profit U.S. based company Work performed in the U.S. P.I. must spend more than ½ time employed by firm 2/3 of phase I, phase II work must be performed by the proposing firm

6 STTR Small Business Technology Transfer Established by congress in 1992 Similar in structure to SBIR and funds cooperative research and development projects in partnerships to move new technology to the marketplace

7 STTR Objectives Stimulate technological innovation Increase private sector commercialization of federal R&D Increase small business participation in federally funded R&D Foster participation by minority and disadvantaged firms in technological innovation

8 STTR Objectives Provides up to $850,000 in early stage R&D Requires a business/research institution partnership Funds > $100 million annually Six participating agencies – Army, Navy, Air Force, Missile Defense Agency, Defense Advanced Research Projects Agency and the Office of Secretary of Defense

9 STTR Eligibility Firm < 500 employees; no size limit on research institution Research institution must be a U.S. college or university Work must be performed in U.S. Firm must perform > 40% research University must perform > 30% research P.I. may be employed at firm or at research inst.
