The Consensus of GSC-8 HoD Discussion (1) GSC-8 had too many Observers.  The hosts of future GSCs should invite fewer Observers.  The final decision about which Observers to invite rests with the host PSO. The Opening GSC Plenary should be devoted to PSO reports.  Observers would no longer be invited to present reports to GSC.  The time saved by eliminating Observer reports would allow twice as much time for PSO reports. The host PSO may invite Observers to present contributions during the GRSC or GTSC sessions, but this would happen relatively infrequently. The HoD meeting on Sunday afternoon is an important meeting to finalize the agenda and identify key topics for the week. 12/26/2018
