Mission of FRS To implement the Law 152 /2015 on “Fire Protection and Rescue Service” To protect the life of people, livestock, property, environment, forests and pastures in various accidents, natural disasters, those caused by humans as well. To inspect the preventive measures for fire protection and rescue in all facilities. Training of the firefighters staff To cooperate with homologues service in the region To coordinate with other institutions of the public administration To coordinate the operational forces and humanitarian aids at central level. To cooperate with police units, medical service, civil emergencies structures to save people’s lives, property, environment from fire, technology risk etc. Prepared by: A. Galperin 3

FRS Albania is organized in two levels: ORGANIZATION OF FRS AT CENTRAL LEVEL FRS Albania is organized in two levels: The General Directorate of Fire and Rescue Service subordinated to the Minister, represents the highest technical, supervisory and management authority of the General Directorate of FRS The General Directorate of FRS is organized in the Directorate with inspecting, coordinating, training and logistics functions. Drafts regulations on fire protection and rescue, in accordance with international standards in force, which are approved by the decision of Council of Ministers. Coordinates the activity of FRS stations of the municipalities and orders the intervention of their forces, vehicles and fire extinguishers in cases of mass fires or different emergencies Coordinates the service activity of the FRS with the central structures of the State Police, Armed Forces, Civil Defense, Medical Emergency Service and other central institutions, for enhancing public safety Reports to the Minister on the performance of the above mentioned duties Prepared by: A. ORGANIZATION OF FRS AT LOCAL LEVEL The FRS departament /service sector at the local level is subordinated to the mayor. It represents the basic operating and inspection structure in the field of fire protection and rescue in the territory under its jurisdiction and has the following tasks: Mayor is responsible for fire rescue service within the respective district. Takes the measures for setting up and providing the stations with equipment for fire extinguishing and rescue, service in the municipality, according to standards and norms; Plans funds for fire & rescue service from the budget of municipality for each year. Coordinates firefighting operations with other operational forces located and operating in the territory of the municipality; Seeks for each object, for approval of development / construction permits, project for fire protection and rescue Provides information on the education of the community through the means of public information available to the knowledge and measures of protection against fire. Decentralization of FRS Increased the number of firefighters, from 2016-2018 (739-1145) Increased the number of fire stations, 39-71, which led to a decreased number of fires in the forest and fires in urban areas. Approximately 209 ha olives and vineyard are burned Albania is a mountainous country with variety in topography and climatic conditions, 52% is in elevation 600 - 700 m up to sea level, with steep slope (30%) Forests and Pasture cover about 1,5 milion hectares or 52% of the total area of Albania. Forests occupy 1.043 thousand ha or 36% of total area of the country July-August 2017 about 1240 forest fire wich 362 causes of massive fires in forest and pastures, 5055 ha are burned. Fire department of Greece. Fire department of Italy. During the period July 10th – August 31st 2017 Albania experienced a difficult situation on wild and forest fires. Faced with prolonged high temperatures, dry season and being overwhelmed by the number and intensity of forest fires, it asked for international assistance from the following: ERCC Fire department of Greece. ITALY-ALBANIA-MONTENEGRO INTERREG IPA ITALY-ALBANIA-MONTENEGRO Programme: The flood, Big fire forest and marine pollution, prediction, forecast and emergency management SPECIFIC OBJECTIVES: 1.To increase prevention and intervention capacities in case of forest fire and floods. 2. To increase the professional skills of fire-fighters teams acting in case of forest fire and flood risks. Modernization of these teams with equipment and pooling efforts to effectively respond to disasters. 3. To establish 3 monitoring centers in fire stations and train the monitoring centers staff. 4. To establish border crossing/Host Nation Support protocols in accordance with the EU Guidelines on Host Nation Support. 5. To increase Albanian capacity in order to monitor, forecast and warn extreme events, such as forest fire and floods through exchange of information and knowledge with the project partners. 6. To strengthen disaster risk reduction and fire-service and civil protection management. 7. To increase information exchange and interactivity with the population. Prepared by: A. Galperin 13
