I. President- John Adams A. Party- Federalists II. Vice President- Thomas Jefferson A. Party- Democratic-Republican

III. Foreign Affairs XYZ Affair. 1. France was upset because the U.S. gave Britain too many concessions in Jay’s Treaty so they refused to accept Pinckney as ambassador to France.

2. President Adams sent a commission to France 2. President Adams sent a commission to France. The 3 Frenchmen who received the Americans (known as X Y and Z) requested a bribe of $250,000 to reopen relations between France and the U.S. 3. Result- “Millions for defense, not one Sixpence for tribute.” a. What did this quote mean?

B. Undeclared war with France-. American and French ships B. Undeclared war with France- American and French ships battled at sea for 2 years. 1. Napoleon came to power in France in 1799. He was interested in European conquest so he signed treaty with the U.S and opened relations. Adams sent an ambassador to France instead of declaring war.

2. This was very unpopular with the Federalists but Adams felt it was his greatest achievement.

III. Domestic Affairs- attack on civil liberties Alien Enemies Act- President has the power to deport aliens dangerous to the peace or safety of the U.S. Naturalization Act- extended period to become a U.S. citizen from 5 years to 14 years. Sedition Act- crime to criticize the President or Congress.

V. Adams Opponents Jefferson and Madison 2. Kentucky and Virginia Resolutions- states could intervene to protect their citizens by refusing to enforce federal laws.
