Woodland Community College Update on Institutional Self Evaluation Report Presentation to the YCCD Board of Trustees June 14, 2018

ISER development process Accreditation Steering Committee (ASC – Standing Committee at WCC) lead the development of the ISER. 2+ years of Self-Evaluation Review Standards Writing Teams led by ASC and composed of faculty, staff, and administrators Bi-Weekly meetings of ALO and Faculty Co-Chair for 2 years. Bi-Monthly Meetings of ASC. Drafts were developed by ASC leads with input from pertinent committees on campus. Feedback was requested from the broader college community during the fall semester via the electronic feedback form. The ISER was uploaded into Google docs for campus and District input. Approved by the Academic Senate and College Council in May 2018

Selected Action Plans Standard I Create a plan for increasing communication among committees and key stakeholders to ensure sustained collegial dialogue about student outcomes and continuous improvement of student learning and achievement. Collaborate with District to develop timeline for review and revision of all Board Policies and Administrative Procedures that corresponds with the five year regulatory timeframe. Work with Data Inquiry Group (DIG) to establish a data base, using Tableau, in order to increase access to institutional effectiveness information for all faculty and staff.

Selected Action Plans Standard II Implement online advising through Canvas as part of the College’s Culture of Canvas (Spring 2019). Implement Skype advising across all programs and departments (Fall 2019). Identify and implement process for use of multiple measures as required by AB 705 and conduct corresponding validation studies (Spring 2019).

Selected Action Plans Continued Standard III Collaborate with District to strengthen human relations processes relative to hiring timelines and accuracy of evaluation lists and schedules (Fall 2019). Collaborate with District to increase access to technology related training and support (Fall 2019). Collaborate with District on the development of a resource allocation model (Fall 2019). Standard IV Create a plan for ensuring committee visibility on the college web site (Spring 2019). Finalize drafts of Service Level Agreements and develop a schedule for regular reviews and evaluations (Spring 2019).

Quality Focus Essay: Distance Education Goal 1: Distance Learning: Training and Certification of Faculty By Fall 2018 – Develop plan for institutionalization of Instructional Designer By Fall 2018 – All online teaching faculty certified By Fall 2019 - Provide relevant, innovative, and appropriate workforce training, including courses and programs offered as Online Education. Goal 2: Distance Learning: Student Services and Academic Support By Fall 2018 – Pilot of online counseling will be implemented By Fall 2019 – Online counseling will be offered to all students college wide By Fall 2018 – Online tutoring will be offered to most students By Fall 2019 – Online tutoring will be an option for all students needing tutors By Fall 2018 – Staffing for and location of Proctoring center will be identified By Fall 2019 – WCC will be able to join the Statewide Proctoring Network with space and staff identified  

QFE Continued Goal 3: Distance Learning: IT Support and Technology By Fall 2018 – IT support for DE identified and staffed By Fall 2018 – DE Committee member will serve as liaison to District Technology Committee Goal 4: Distance Learning: Degree Pathways/Curriculum By Fall 2018 – DE Plan will identify General Education (GE) patterns for degrees and certificates for online students By Fall 2019 – Establish schedule for offering GE courses through DE By Fall 2019 – All DE courses will meet standards of the OEI rubric By Fall 2020 - Increase student completion rates (degrees, certificates, and transfer) while preserving access, enhancing quality, and closing achievement gaps for courses and programs via online/hybrid modalities.

ISER development process 2+ years of Self-Evaluation Review Standards Writing Teams composed of over 40 faculty, staff, and administrators Weekly meetings of ALO and Faculty Co-Chair for 2 years, also included Dean of Institutional Effectiveness and Student Success College Effectiveness and Accreditation Committee managed the development of the Quality Focus Essays and action plans Earlier draft was sent to committees for review and corrections, and feedback was requested from the broader college community during the fall semester via the electronic feedback form and the Accreditation Forum Approved by the Academic Senate and College Council in May 2018

Selected Action Plans Standard I Standard II Establish a plan that documents what action is taken to address performance that falls below an institutional performance floor.  [Completed, Spring 2018] Develop data dashboards. [Spring 2019] Standard II Implement and evaluate integrated technology for curriculum processes and catalog production. [Fall 2019]  Update the Program Review template so that it is aligned with the EMP objectives and District Goals. [Completed, Spring 2018] Update the Program Vitality and Discontinuance Policy [Spring 2019]

Selected Action Plans (continued) Standard III Institute a regular cycle of review for job descriptions to ensure they accurately reflect position duties, responsibilities and authority.  [Spring 2019] Conduct an analysis to evaluate if District and College websites are compliant with Section 508 of the Rehabilitation Act. [Fall 2018] Standard IV Evaluate the feasibility of using Board Docs to house all committee documentation.  [Spring 2018]  Review and approve Service Level Agreements by the College. Consequently, each department in District Services will conduct a Self-Evaluation against the Service Level Agreement Review. [Fall 2019]

Quality Focus Essay Project 1: Student Learning Outcomes Develop and publish clear policies, processes, and cycle timelines for learning outcomes, and ensure timely updates to learning outcomes handbooks [Fall 2017-Fall 2019, ongoing] Design a consistent, systematic Outcomes Review Process to enable SLO Committee to support faculty/staff as they write and report on high-quality Outcomes [Fall 2017 – Spring 2019] Institutionalize regular conversations about outcomes data and use this information to design viable high quality improvement plans at course, program and institutional levels [Fall 2017-Spring 2019] Revise Institutional Learning Outcomes assessment schedule, design and implement multimethod assessment and continuous quality improvement strategies [Fall 2018-Spring 2019]

Quality Focus Essay Project 2: Distance Education Explore funding sources and identify resources to create an effective infrastructure to support DE Program, including DE Program Planning and Review [Spring 2018-Spring 2019, and ongoing] Review and evaluate DE processes implemented in 2017-2018, and write a YC DE Plan [Fall 2018-Fall 2019] Create and administer surveys to collect data about DE faculty and student needs, create annual DE Plan addressing findings Provide professional development training in DE best practices to enhance courses and increase success rates
