Discussion: Why did the Plan fail? Is the Clean Power Plan’s main purpose to use “generation shift” to cut pollution? Is it the EPA’s job to regulate the power plants for carbon dioxide emission? If not, who should be responsible for checking these emissions? A cap-and-trade bill was proposed by the Obama administration in 2009. Is this just another attempt by Congress to address carbon pollution through top-down strategies?
