SEND Reform & Focus of Inspection Children and Families Act 2014 placed new legislation on local areas to implement reforms for Children and Young People with Special Education Needs and Disabilities Main changes: Transfer of all ‘Education Statements’ to ‘Education, Health and Care Plans (EHCPs) by March 2018. Education, Health and Social Care working together More engagement and involvement with Parents and Carers Support from Birth to 25 years (increased from 18 years) Improve Dispute Resolution Improved information, advice – Local Offer Promotion of Personal Budgets OFFICIAL-SENSITIVE OFFICIAL-SENSITIVE

Challenges September 2014 1,400 Children with a Education Statement to transfer Increased demand for Education, Health and Care Plan (currently LA is maintaining 1,888 EHCPs) Need for increased provision for post 16’s Lack of in borough education places follow County split (500 children currently educated Out of Borough) Very limited increase in funding Leadership and management capacity in C&F focused on Safeguarding Improvement journey resulting in slow start to implementation of the reforms OFFICIAL-SENSITIVE OFFICIAL-SENSITIVE

Action Taken Increased capacity of management from March 2016 Comprehensive multi-agency governance structure developed Whole system reform approach developed High levels of engagement with Parents/ Carers and key stakeholder to understand needs SEND Strategy and Action Plan developed Full Sufficiency Assessment of places undertaken OFFICIAL-SENSITIVE OFFICIAL-SENSITIVE

Progress to Date Positive engagement and understanding of Parent/Carers experiences Improved relationships with key stakeholders 3 year sufficiently plan delivering 270 places by 2020 including the new free school Development and implementation of a SEND toolkit for all 0-25 providers Redesign of the LA SEND team Redraft and implementation of new systems for assessing need and issuing EHCPs New identification and support pathways for Early Years New pathways and provision for post 16’s Livewell relaunch includes refreshed ‘Local Offer’ OFFICIAL-SENSITIVE OFFICIAL-SENSITIVE

What we told Inspector – Day 1 Areas for Development Timeliness of issuing EHCP’s and putting support in place Quality of Assessments and some services Support for children with Autism Parental Satisfaction OFFICIAL-SENSITIVE OFFICIAL-SENSITIVE

What inspectors found Leaders know their strengths and areas for development – we were honest Change of pace over last 18 months but Slow start has limited progress. Parents not yet seeing benefits of the change SEND toolkit commended but too soon to see full benefits OFFICIAL-SENSITIVE OFFICIAL-SENSITIVE

What inspectors found Good range of options post 16, but more to do to raise parental awareness Positive praise for some services such as Early Years, CWD team, Youth Support Service, CE Autism Team Inadequate diagnostic pathway and support for Children with Autism Significant emphasis on Parental dissatisfaction They found no Safeguarding concerns Vast majority of outcomes for Children and Young People are good and above national average (EHCPs) Cheshire East Children and Young People are the areas ‘richest asset’ OFFICIAL-SENSITIVE OFFICIAL-SENSITIVE

Next Steps Ofsted & CQC will issues a letter which will be published in May 2018 We will continue to build on our existing Improvement Plan based on our Self Evaluation OFFICIAL-SENSITIVE OFFICIAL-SENSITIVE
