2. Aim of the project
“To develop a framework for measuring good holistic outcomes and their impact on children and young people with SEN across education, health and social care in Bromley”

3. What does the Code of Practice say?
Outcomes refer to the benefit or difference made to an individual as a result of an intervention
There should be an increased focus on life outcomes including employment and more independence especially those that make the biggest difference to CYP’s lives
Ofsted will expect to see evidence of pupil progress, a focus on outcomes and a rigorous approach to the monitoring and evaluation of any SEN support provided.
(The plans) must be reviewed as a minimum every 12 months by the local authority …..to ensure the individual remains on track to achieve the outcomes specified in their EHC Plan.
The Ofsted/CQC inspection framework requires local areas to have a robust understanding of the progress that children and young people who have special educational needs and/or disabilities to make across Education, Health and Care.

4. Bromley’s Local Area health check – Lesley Cox HMI Ofsted inspector (SEND) What did it say?
An inability of leaders to understand the progress and impact of outcomes particularly on vulnerable groups within the borough. No strong evidence to demonstrate how the area knows that their actions are making a difference to improving outcomes for CYP with SEN. Few evaluations include measures that are qualitative or quantitative Leaders are not asking for the right information to demonstrate that outcomes are improving and tend to focus on academic attainment. Inspectors will want to see evidence of progress from starting points as a more meaningful measure for CYP who have SEND. There is no information at all about the social, emotional or health outcomes of CYP on the Local Area performance scorecard. There is some good practice amongst some education settings and other provision in Bromley but this is too often delivered within silos and not holistically across Education, Health and Care.

5. But it needs to be right for Bromley…..
A framework that is co-produced with schools, parents, young people and other Bromley professionals across Education, Health and Care A proven framework that is tested within specialist units and specialist schools within Bromley but with the ultimate aim of broadening to the whole cohort including SEN support as of March Key phases of the project Phase 1: Developing stronger holistic outcomes Phase 2: Measuring the impact of outcomes Phase 3: Developing an integrated system to capture ALL views on progress Phase 4: Testing of the framework

Aims of Phase 1
To develop a framework to be adopted across the borough when considering outcomes for CYP
To identify what the communication and training needs are to get this framework adopted
To consider the barriers to success of implementation
