Working Together for Children and Young People with Special Educational Needs and Disabilities 29 September 2017 Rachel Dickinson Executive Director, People Barnsley MBC Chair, Children, Young People’s and Families Trust Welcome to our SEND conference, the theme of which is Working Together for Children and Young People with Special Educational Needs and Disabilities The emphasis today is thinking about how we can work better together to improve the day to day experiences of our children and young people with SEND, and their longer term outcomes. 365 for every child … make every day count

for every child … make every day count 365 Our children and young people with SEND 1785 children/young people 0-25 with statements or EHCPs 3771 children/young people identified as SEN support 64% children/young people in mainstream education settings 36% children young people in specialist settings This is our SEND population. It includes children and young people in a range of settings from early years to post 16. (refer to slide)

3 Our vision for young people with SEND
for every child … make every day count 365 Our vision for young people with SEND Every Barnsley child should have their needs met, as far as possible, in their local community. They should be offered high quality provision which ensures good health, care and educational progress, so that they can move easily to the next stage of their education, into employment and independent adult life. In our SEND strategy this is what we’ve said is our vision for young people with SEND ( refer to slide) We can evidence many examples of where, for individual children and young people, that vision is being achieved. But there are still too many examples of where we are falling short of our vision. For example, children with SEND are still more likely to be excluded from school, their attendance is poorer, and we are not yet effective in narrowing the gap in outcomes. Children do not always get the support they need early enough, either because we miss opportunities to identify needs, or we don’t join up our responses effectively. Increasing numbers of children are being educated outside of their local communities, often at some distance from Barnsley. This comes at a cost, financially, but also for those young people and their families, who cannot access the support they need from their local provision and networks

A fundamental principle of the 2014 SEND reforms was that the views of children, young people, their parents and carers would shape SEND arrangements and delivery. In recent months we’ve met with parents and collated feedback from parents and carers. I want to share with you some of the things parents and carers have described to us as their experience of systems locally.

When we listen to what parents and carers are saying it is very clear that we need to find different and better ways of working in partnership with families. As we progress through the day I would ask people to reflect , not just on processes, services and provision, but on children’s, parents and carers journey and experiences within the whole system, from birth to adulthood. How do we change the journey so that the experience is not one of obstacles and frustration but is about choice and opportunity.

10 365 Overview of the day for every child … make every day count
When we were seeking views on what needed to be included in this conference we had more suggestions than we could possibly cover in one event. This morning we will hear about what is happening in SEND nationally, and have a useful reminder of what our responsibilities are under the Children and Families Act and the Code of Practice. Both will help set a context for our discussions later on in the day. This afternoon we will focus on 3 key priorities that are part of our SEND strategy. Firstly, how we build engagement, co-production and partnership with parents and carers to improve outcomes for children and young people with SEND Secondly, how we develop and commission a wide range of services that help identify and meet the needs of children and young people with SEND in a timely way Thirdly, how we plan and commission the right education provision so that, as far as possible, children can access education provision in their local area and in their own community. Today is your opportunity to share your experiences and views, but also, to hear about the experiences and views of other people and other partners, and to reflect on how we can work better in partnership towards common goals and aspirations for our children and young people.
