UNEP’s current country activities Cambodia, China, the Philippines, Sri Lanka, Thailand Mali, Senegal Tanzania

Identified countries’ needs and gaps Regulatory frameworks concerning chemical accident management are sometimes inexistent or weak Capacity of professionals and communities is low in this field No-one is charged with the responsibility for accident prevention at the Ministry of Environment or any other relevant Ministry Information about hazardous substances is difficult to find Sometimes it exists, but in piecemeal manner at different agencies More often no national database and no inventory of hazardous installations exist Risk mapping has often not been done explicitly for this When regulations do exist, enforcement is low Safety related inspections do not take place Inspections take place « on paper » Institutional resource limitations

Identified Expectations Very motivated focal points at the government level to improve country situation related to Chemical Accidents Interested in building capacity at the national and local level to improve coordination among different agencies Hoping to have the support of an external entity in helping to improve the regulatory framework of the country Need to link hazardous facilities information (risk mapping) and land-use planning Industry participation in improving safety Development of sustainable and manageable systems that respond to their needs, identified risks and coping capacity

Opportunities for Collaboration Serving as a Technical Support Partner: Experts to help with the preparation of Country Situation Reports or Roadmaps Translation: The Flexible Framework Guidance, Implementation Support Package, training materials/ scripts for videos Funding: To support ongoing activities and activities in countries and to provide support for potential future projects
