BEIS Local Energy Team Stuart Chapman, Local Partnerships Manager Association of Local Energy Officers (Eastern region) 22 March 2017

BEIS objectives BEIS is responsible for: developing and delivering a comprehensive industrial strategy and leading the Government’s relationship with business ensuring that the country has secure energy supplies that are reliable, affordable and clean ensuring the UK remains at the leading edge of science, research and innovation tackling climate change

BEIS’s overarching strategy The Industrial Strategy Green Paper was published in January 2017. The strategy identifies ten pillars we believe are important to drive forward the strategy across the entire economy, including: delivering affordable energy and clean growth – keeping costs down for businesses, and secure the economic benefits of the transition to a low-carbon economy Consultation is available at: https://www.gov.uk/government/consultations/building-our-industrial-strategy Responses should be submitted no later than 17th April 2017 using the CitizenSpace online consultation platform: https://beisgovuk.citizenspace.com/strategy/industrial-strategy The Emissions Reduction Plan will be published later in the spring

Recent announcements and on-going support for low carbon Renewable electricity: FIT, Contracts for Difference £290m second round Renewable heat: RHI remains in place, budget increased up to 2021 Heat networks: HNDU support, £39m first round of £320m capital investment Public sector retrofit: Re:fit framework, interest free loans Domestic retrofit: Energy Company Obligation Smart energy and storage: Call for evidence, smart meter rollout Office of Low Emission Vehicles: Support for cleaner buses, taxis and electric vehicle charging Innovation: Energy Innovation Board, innovation funding

Play a facilitation role to enable cross-area and cross-Whitehall collaborative working Act as a core strategic contact point for energy issues for LEPs and LAs Undertake direct action to build capacity and support delivery at the local level BEIS Local Energy team In 2015 DECC ran a pilot project to support local delivery of EU ERDF. DECC worked with local partners to design an innovative Local Partnerships Pilot to support them to invest ERDF in energy and climate change activities that linked to DECC’s own objectives, and national targets. The Pilot was successful in providing evidence for future local delivery support to increase low carbon investment. Three key future roles were identified for BEIS. There are now five Local Partnership Managers working with local areas: LEPs, local authorities and communities, to identify and deliver local energy projects they want to develop.

BEIS Local Energy Team The Local Energy Team works with LEPs, local authorities and communities to understand the: energy priorities of the local areas authorities local context for energy projects local opportunities for energy barriers (e.g. legal, procurement, financial viability) to progress with energy projects potential solutions to help the projects to be delivered (e.g. linking local projects with sources of funding) Central contact point in government for local energy, working with other BEIS teams and government departments Signpost existing government support and resources Provide technical support to DCLG on energy and low carbon aspects of ERDF

What do we mean by local energy? Economic growth Revenue generation Jobs and growth Public health and welfare Fuel poverty Air quality Excess winter deaths Cost reduction Public sector Domestic Business Low carbon transition Planning policy and strategy Public sector retrofit and demand reduction Domestic energy efficiency Business resource efficiency and low carbon growth Electricity generation Electricity supply Electricity distribution Heat generation Heat distribution Low carbon vehicles
