6 Challenges facing the Low carbon Match Funding Low Carbon – 2007-13 & 2014 - 20 Grid Capacity SME Inertia What is the solution for Low Carbon Whole Place Solutions? –Bottom up or top down Are their the disruptive technologies out there to support change Can ESCO’s deliver the necessary financial returns without FIT’s? 8 Specific Objective: to increase the number of small scale renewable energy schemes in England Activity should take place with the context of a low carbon strategy. Focus is micro generation not large scale deployment Is there an innovative technology, process or approach Need to demonstrate how the project will support the UK Renewable Energy Road Map Renewable heat networks Small scale infrastructure that can unlock larger renewable projects Need to be mindful of revenue generation (Article 61) 4a. Promoting the production and distribution of energy derived from renewable sources

9 Guidance states - Proposals coming forward seeking support for renewable technologies would need to clearly detail why the proposal could not be supported through a Financial Instrument or commercial loan and not be in receipt of FIT’s/ RHI. Biomass – Demarcation with EAFRD 4a. Promoting the production and distribution of energy derived from renewable sources

Promoting energy efficiency and renewable energy use in enterprises Specific objective: to increase energy efficiency in particular in SMEs, including through the implementation of low carbon technologies Deep renovation would mainly be supported through a Financial Instrument. Support should be energy efficiency not resource efficiency. Can provide revenue & capital support – but need to evidence diagnostic need. Match funding can come from the SME doesn’t need to be underwritten but can’t come through the applicant. Could be combined with low carbon transport to deliver 4e.

11 Specific Objective: Increase energy efficiency in homes and public buildings, including through the implementation of low carbon technologies. Focus is on demonstration not mass roll out Standard retrofit isn’t eligible No definition for what a public building is Is their role for Energy Performance Contracting/ESCO’s in the public sector? Could be process, materials or technology that is innovative Materials & Process – Offsite construction solid wall ? 4c. Supporting energy efficiency, smart energy management and renewable energy use in public infrastructure, including in public buildings, and in the housing sector

12 Specific Objectives: Increase implementation of whole place low carbon solutions and decentralised energy measures Funding low carbon strategies Focus is whole place solutions based on a low carbon strategy, bench marked against 2011 local authority data. Bringing together a number of activities - Transport, Energy & Green Infrastructure within a geographically defined area. Can provide the opportunity to support delivery of local opportunities utilising funding allocated to support transport improvements for example: Business Park; Market Towns; University Campuses etc. Are the resources there to develop whole place solution? 4e. Promoting low-carbon strategies for all types of territories, in particular for urban areas, including the promotion of sustainable multimodal urban mobility and mitigation-relevant adaptation measures

13 Specific Objective: Increase innovation in, and adoption of, low carbon technologies Focus is on knowledge transfer Need to be consistent with Smart Specialisation Strategy in England Technologies should meet the Low Carbon Innovation Coordination Group Bio-EnergyCarbon Capture & StorageDomestic Buildings Electricity Networks & StorageHeatHydrogen for Transport Industrial SectorMarineNon domestic buildings Nuclear Fission ( ERDF can’t support nuclear)Offshore Wind Delivering Greenhouse Gas targets. 4f.
