Purpose of the Oregon Process Meeting Provide a brief overview of the Oregon Instructional Materials Process and gather feedback and suggestions from participants about how to improve the review process.

Review Cycle Oregon adopts instructional materials based on categories and criteria determined by committees of educators Criteria is adopted by the State Board of Education for use in the evaluation of instructional materials

Year 1(of Review) September Criteria Committee selected October Committee determined Criteria based on the Standards and Essential Skills required by the Oregon Diploma.

Year 2 (of Review) January Criteria adopted Notice #1-publishers requested to bid February Notice #2 - Proposal Form, Summary Form, Bid Sheet Form (See Detail Schedule for return deadlines). March Publishers Briefing WebEx: 10:00 am-12:00 noon PST. If you submit a proposal, you will be sent a webinar/meeting invitation. (Please let us know if one rep from your company would like to attend in Salem.)

April Instructional Materials Proposal Form 4538 and Bid Spreadsheets due Evaluators selected from pool and notified Notice # 3 – MSST Forms and shipping instructions May Bid Change Deadline Invoices mailed Notice # 4 - (password request) Instructional Materials Summary Form 4824 due June Presentation Schedule emailed (with room numbers and time).

Year 2 (cont.) 7/29 to 8/4 (end date TBA) July MSST Forms deadline-(Print durability and media format assurances.) Publisher to ship materials to WOU Payment due Materials check and option for set-up WOU 12noon to 3:00pm 7/29 to 8/4 (end date TBA) IME Evaluations take place at Western Oregon University Campus

Year 2 (cont.) Concluding Presentation: Publishers are responsible for the following before leaving WOU, concluding final presentation: Take one set of materials to the Oregon viewing site, WOU Hamersly Library. Remove extra materials and boxes.

Year 2 (cont.) Sept End of September – Results notification. Oct The Instructional Materials List will be submitted to the State Board of Education for adoption. Dec 2013 Video Caravan link due from adopted publishers.

Year 3 January Districts review materials and begin selection process. September Districts must have newly adopted materials in classrooms.

Basal Defines instructional materials as “Any organized system which constitutes the major instructional vehicle for a given course of study, or any part thereof.” OAR 581-011-0050

Basal (cont.) “A major instructional vehicle may include such instructional items as a hardbound or a softbound book or books, or sets or kits of print and non-print materials, including electronic and internet or web- based materials or media.” Basal instruction programs may be adopted by the State Board of Education. OAR 581-011-0050

Equity Criteria Provide models, selections, activities and opportunities for responses which promote respect for all people described in ORS 659.850, OAR 581-021-0045 and support program compliance standards described in OAR 581-021-0046.

OAR 581-011-0060 Requires that “…the criteria shall require instructional materials to provide fair treatment of all people and reflect our multicultural society.”

Submitted Materials Must NIMAS REQUIREMENTS National Instructional Materials Accessibility Standard (NIMAS) Submitted Materials Must Have assurance from the publishers agreeing to comply with the most current NIMAS specifications regarding accessible instructional materials.

Categories for CCSS: English Language Arts (ELA) and Literacy and English Language Proficiency/Development (ELP/D) Category 1- CCSS English Language Arts (ELA) and Literacy-Grades K-5/6 Category 3 – CCSS English Language Arts (ELA) and Literacy-Grades 9-12 Category 2- CCSS English Language Arts (ELA) and Literacy-Grades 6-8 Category 4 – English Language Proficiency/Development (ELP/D)-Grades K-12 Category **2-Secondary Second Languages (World Languages)

ORS 337.035 The State Board of Education by rule shall establish guidelines and criteria for the review and selection of textbooks and other instructional materials to be placed on the list adopted under ORS 337.050.

OAR 581-011-0065 Criteria Committees, under the direction of the Department of Education staff, shall develop criteria to be submitted to the State Board of Education in the fall of the year preceding the adoption year. The State Board of Education shall review the criteria which will be used in the evaluation of instructional materials submitted for adoption. The Board will adopt the criteria no later than its January meeting in the adoption year.

Oregon Content Standards New Common Core State Standards Structure Fewer, more focused and coherent content standards. Built around “big ideas” for each grade level and subject area (core standards statements). Articulates learning progressions within and between grade levels. Allows for more effective lesson design, focused instruction, and creation of formative assessments. Endurance, Leverage, and Performance Success. We are beginning a new generation of standards-based education. We can now create standards purposefully and mindful of how students best learn. Research-based. Endurance: Will the standard provide students with knowledge and skills that will be of value beyond a single test date? Leverage: Will the standard provide knowledge and skills that will be of value in multiple disciplines? Success: Will the standard provide students with essential knowledge and skills that are necessary for success in the next level of instruction? Beyond school?
