NUTS 2013 implementation Official start date transmission of data: 01.01.2015 As of today, first datasets include NUTS 2013 codes (AGRI (livestock and milk production), TOUR) Between 01.01.2015 and 01.01.2017: intersection period with mixed data on NUTS 2010 and NUTS 2013 in Eurobase On 01.01.2017, HTS will be delivered on NUTS 2013; NUTS 2010 should disappear

Historical time series (HTS) for new NUTS regions The NUTS Regulation (art. 5.5) specifies that: - in case of amendments to the NUTS, - the Member States concerned (DE, EL, FR, PL, SI, UK and PT) shall transmit the historic data for the new breakdown; - the list of the data to be provided and their length are to be specified in an implementing act under the regulatory procedure with scrutiny, - taking into account the feasibility of providing them; - data is to be supplied within two years after the amendment to the NUTS (= 1 January 2017, PT 1 January 2018/2017).

Guidelines for proposals Hierarchical structure: each level of NUTS is a subdivision of the higher level Are the units of a level administrative? If yes: Do they cover the whole territory of the country? Does the average population size of the units comply with the thresholds? If no: Are they an aggregation of smaller contiguous administrative units, taking into account special circumstances? Do the population sizes of the new aggregated units comply with the thresholds? If no: do special circumstances exist?

NUTS 2016 - too late for the 2020+ programming period: - Commission has to submit its proposal on the post-2020 multi-annual financial framework before 01/01/2018 (article 25 of (MFF) Regulation (Reg. 1311/2013)); - Hence, the Cohesion Policy component of this proposal will be based on (regional) data available during the year 2017 (i.e. most probably regional GDP and population data, labour market data and possibly other regional indicators, typically released in Spring); - These data will have to refer to the NUTS breakdown valid at that moment (i.e. the current one). Result: The next NUTS modification will not have any direct impact on the contents of the Commission proposal for the future MFF.
