STEPS TAKEN TO RESPOND TO THE 2014 RECOMMENDATIONS

26 RECOMMENDATIONS STEERING AND FOLLOW-UP COMMITTEE MEETING ON THE REGIONAL PROGRAMME ON DRUG CONTROL, CRIME PREVENTION AND CRIMINLA JUSTICE REFORM IN THE ARAB STATES 2011-2015 IN CAIRO 15 – 17 DECEMBER 2014 concluded with 26 RECOMMENDATIONS CONCERNING UNODC’s MANDATES AND THEMATIC PROGRAMMES UNDER THE RP TO GUIDE UNODC’S WORK IN 2015

TO RESPOND TO THE 2014 RECOMMENDATIONS MAJOR STEPS TAKEN TO RESPOND TO THE 2014 RECOMMENDATIONS UNDER SPI ON ORGANIZED CRIME AND TERRORISM  Capacity-building on operational criminal information analysis in NA countries Establishment of a National Drug Observatory for CGG incl. advanced training on NPS   2 projects to strengthen regional cooperation and cross border trafficking were initiated (focusing on borders between Egypt, Libya and Sudan and focusing on Lebanon’s borders) Expansion of CCP, and Regional CCP Conference organized 1-2 December 2015 Development of a regional AIRCOP project, to start in 2016    Integration of training sessions on potential needs of human trafficking victims and smuggled migrants for international protection Trans-regional conference on preventing and combating of SoM in Syracuse (Italy) to foster cooperation and to develop a coordinated response 1st-2nd (on data analysis) relate to recommendation 5 NPS = new psychoactive substances 3rd-5th (on border control, CCP and AIRCOP) relate to recommendation 6 6th (on international protection for HT and SM) relates to recommendation 7 7th (on Syracuse Conference) relate to recommendation 9 8th (on terrorism action plans) relate to recommendation 10   New specialized counter-terrorism action plans developed for Algeria, Egypt, Iraq, Jordan, Lebanon and Yemen

   2014 RECOMMENDATIONS MAJOR STEPS TAKEN TO RESPOND TO THE 2014 RECOMMENDATIONS UNDER SPII ON PROMTING INTEGRITY AND BUILDING JUSTICE Combating Corruption  UNCAC Implementation Review Reports of all MS finalized (Libya & Yemen pending) and support provided to follow-up activities and implementation of recommendations facilitated  Status of ratification of the Arab Convention to Fight Corruption Technical assistance, including institutional capacity-building and provision of policy and legislative expertise to numerous countries to support efforts in developing and/or implementing national anti-corruption strategies and policies on preventative measures as well as the investigation of complex cases, including on asset recovery 1st (on UNCAC implementation review reports) relates to recommendation 16 2nd (on ratification status of Arab Convention) relates to recommendation 17 – waiting for info from Zorana on what was done here in 2015 3rd (on development/implementation of national anti-corruption strategies) relates to recommendation 15 

        2014 RECOMMENDATIONS MAJOR STEPS TAKEN TO RESPOND TO THE 2014 RECOMMENDATIONS UNDER SPII ON PROMTING INTEGRITY AND BUILDING JUSTICE Criminal Justice Reform  Cooperation with Hedaya International and CTED to strengthen criminal justice responses to counter radicalization and violent extremism Provision of technical assistance to strengthen the response to VAW&G in Egypt Supported the development of a national crime prevention strategy with focus on youth in Palestine    Development and start of a prison reform project in Lebanon Support provided to rehabilitation and reintegration programmes for young male offenders in El Marg and programmes expanded to 4 additional semi-closed institutions in Egypt Child-friendly justice system supported through improvement of legislation and institutional capacity building in Jordan  1st to 3rd (on countering radicalization and violent extremism; VAW and crime prevention with focus on youth) relate to recommendation 8 3rd (on VAW) also relates to recommendation 14 4th (prison reform in Lebanon) relates to recommendation 11 (not sure if it covers the focus on radicalization in prisons though…) 5th and 6th (on juveniles in detention in Egypt and juvenile justice reform in Jordan) relate to recommendation 13, and also to recommendation 14 7th and 8th (on Forensic Services in Palestine and also in Egypt through VAW and judicial institutions in Tunisia) relate to recommendation 18   Support to Forensic Services in Palestine and Egypt Support to judicial institutions in Tunisia 

       2014 RECOMMENDATIONS MAJOR STEPS TAKEN TO RESPOND TO THE 2014 RECOMMENDATIONS UNDER SPIII ON DRUG PREVENTION AND HEALTH  Organization of a regional dialogue in Morocco on drug policies and impact on HIV Support provided to CSOs to provide comprehensive HIV services for PWIDs through drop-in centres in Palestine (more than 450 patients in 2015) Support provided to CSOs to scale-up their comprehensive harm reduction services for PWIDs and other risk groups in Egypt (more than 2,600 benefitted from health services) Support provided to Libya’s national HIV programme on stigma and discrimination reduction towards people living with HIV     Extensive support provided to the establishment of the first National Rehabilitation and Treatment Centre for Drug Addiction in Bethlehem (Palestine) and provision of training to staff of the OST clinic in Ramallah 1st – 4st (on regional dialogue support to CSOs in Palestine and Egypt and HIV programme in Libya) relates to recommendation 19 and 22 5th (on Drug Treatment Centre in Palestine) relates to recommendation 20 6th (on studies, assessment, guidelines and protocols) relate to recommendation 24 and somewhat to recommendation 23 (not sure if we have contributed to networking and exchange of expertise though, maybe in the CCG?) 7th (on alternative crops) relate to recommendation 26 Recommendation 25 is on development of regulations and policies to ensure the availability of controlled medications – I don’t see anything on that in 2015, but there is mention of this issue in the new RP  Development of several studies, assessments, guidelines and protocols supported throughout the region  Alternative development and alternative crops to narcotic plants are included in the new Regional Programme
