Decreasing of the youth involvement in informal economy

Background High level of informal employment among youth; Lack of decent work for youth; Low motivation in formal employment; Less involvement in the social dialog; Individualism (lack of solidarity with the society) Lack of knowledge about labor regulations, rights at work and trade unions; Insufficiency of governmental and trade unions’ youth policies; Youth is the most flexible and mobile part of the society, potentially the most active part of society; Lack of professional knowledge, skills, experience and thus low competitiveness.

Objectives To decrease the level of informal employment among youth; To create opportunities for decent work; To increase motivation and involvement of youth in the process of social dialog; To develop solidarity of youth with the society; To rise youths’ awareness about labor regulations, rights at work and trade unions; To develop and implement governmental and trade unions’ youth policies and programs; To promote opportunities for all types of professional education to young people

Program actors Trade unions; Young people and their associations; Governmental institutions; Employers and their associations; Educational institutions;

Measures Adoption and implementation of youth related policies by the government and trade unions (including ad hoc or long term programs or projects); Tax benefits for those who does generally employ young people; Governmental credit subsidies for those who formally employ young people; The adoption and implementation of educational programs at all levels, concerning rights at work (tell young people how to make a CV, to prepare for the interview with potential etc.) Assignment of quotas for youth representatives in different public institutions; Public discussions on the problems of different age groups of the society (mass media)

Results The level of informal employment among youth decrease ; Employers are encouraged to show formal employment of young people; The level of representation of young people in governmental structures and social institutions inc. trade unions increased The awareness of problems of IE and different age groups increased; Youth become more informed about labor regulations, rights at work and trade unions; More opportunities for all types of professional education to young people, their ability to find decent work increased.
