CONTRACTOR'S OBLIGATIONS AND LIABILITIES One of the obligation of all employers (contractors) is to prepare document what would he be doing on the construction site - methodology and technology of his work (Methodology of Work Execution). Then Employer (his H&S expert) will identify potential hazards and make Risk Assessment and Method Statement as the logical outcome of the risk assessment process. www.balcanosh.net 28.11.2018

CONTRACTOR'S OBLIGATIONS AND LIABILITIES We have bad experiences with local employers (contractors). They usually do not recognized terms like Methodology of Work Execution, Risk Assessment, Method Statement. The term Risk Assessment is identified with Act about Risk Assessment, the document about risk assessment for each workplace/position, which is required by Montenegrin Law about Safety and Health at Work (Off. Gaz. No. 34/14). www.balcanosh.net 28.11.2018

METHODOLOGY OF WORK EXECUTION Contractor precisely describe technology of work: defining work execution phases, methods of execution of works, use of materials, equipments and tools, numbers of employees for the execution of works, infrastructure, graphic attachments... When H&S expert gets all necessary information from Methodology, he identifies potential hazards and performs risk assessment in order to reduce them. www.balcanosh.net 28.11.2018

CLASSIFICATION OF HAZARDS There are many hazards on the construction site that are potentially dangerous to workers: Mechanical hazards during the use of funds for the work Risks related to the characteristics of the workplace Risks associated with the use of electricity Risks associated with hazardous materials Physical hazards Biological hazards Microclimate conditions The ratio of employees to the workplace Psychological demands of the position Organization of work Other hazards www.balcanosh.net 28.11.2018

Harm - physical injury or damage to health. WHAT IS HAZARD AND HARM A hazard is any source of potential damage, harm or adverse health effects on something or someone. Harm - physical injury or damage to health. Hazard - a potential source of harm to a worker. www.balcanosh.net 28.11.2018

DANGERS AND HAZARDS – Example www.balcanosh.net 28.11.2018

RISK ASSESSMENT Risk assessment is a term used to describe the overall process or method where you: Identify hazards and risk factors that have the potential to cause harm (hazard identification). Analyze and evaluate the risk associated with that hazard (risk analysis, and risk evaluation). Determine appropriate ways to eliminate the hazard, or control the risk when the hazard cannot be eliminated (risk control). www.balcanosh.net 28.11.2018

Likelihood – the chance of something happening. WHAT IS RISK Risk – the combination of the likelihood of the occurrence of a harm and the severity of that harm. Likelihood – the chance of something happening. www.balcanosh.net 28.11.2018

WHY IS RISK ASSESSMENT IMPORTANT Risk assessments are very important as they form an integral part of an occupational health and safety management plan. They help to: Create awareness of hazards and risk. Identify who may be at risk (e.g., employees, cleaners, visitors, contractors, the public, etc.). Determine whether a control program is required for a particular hazard. Determine if existing control measures are adequate or if more should be done. Prevent injuries or illnesses, especially when done at the design or planning stage. Prioritize hazards and control measures. Meet legal requirements where applicable. www.balcanosh.net 28.11.2018

THE AIM OF THE RISK ASSESSMENT The aim of the risk assessment process is to evaluate hazards, then remove that hazard or minimize the level of its risk by adding control measures, as necessary. The goal is to try to answer the following questions: What can happen and under what circumstances? What are the possible consequences? How likely are the possible consequences to occur? Is the risk controlled effectively, or is further action required?  www.balcanosh.net 28.11.2018

WHAT IS METHOD STATEMENT Method Statement is a document that details the way a work task or process is to be completed. The method statement should outline the hazards involved and include a step by step guide on how to do the job safely. The method statement must also detail which control measures have been introduced to ensure the safety of anyone who is affected by the task or process. www.balcanosh.net 28.11.2018

SAFE WORK METHOD STATEMENT EXAMPLE www.balcanosh.net 28.11.2018

H&S MANAGERS, COORDINATORS Every worker has to get acquainted with a safe way of working. Employers have legal responsibilities to ensure a safe and healthy workplace and instruct their workers for safely work. But many employers are still unaware of their duty of care to employees. In order to ensure a safe environment, H&S Coordinators train employees with a topic that is current at that moment. www.balcanosh.net 28.11.2018
