Employment survey : EPM Survey design : Objectives – Sampling – Questionnaire EPM, objectives : all informations about living conditions and poverty with gender focus of households including employment but focus is not on labour force nor on informal sector EPM, questionnaire : employment is a section of EPM questionnaire,

Employment survey : EPM EPM, questionnaire : existing norms (SNA for delimitation of activity, ILO concepts for delimitation of employment and unemployment) are respected about concepts and definitions used in labour force data collection but without insistence as required on arranging questions at the questionnaire EPM, sampling : two stage approach

Employment survey : EPM EPM, sampling : focus is also on household and individual – first stage ; selection of small areas called ZD “zone de dénombrement” (area for enumeration corresponding to the minimum level of geographical administrative circumscription and grouped into some strata)

Employment survey : EPM EPM, sampling : at the second stage ; after enumerating process, household are selected – for individuals, all individuals in each household are interviewed – for the employment section all individuals over than 6 age old are interviewed

Employment survey : EE EE, objectives : all informations needed to follow labour market evolution – focus on labour force especially on informal sector - focus on gender - identifying informal production unit EE, questionnaire : two questionnaires ; household questionnaire and individual questionnaire for employment

Employment survey : EE EE, sampling : the same as EPM sampling methodology EE, concepts and definitions used : Activity : SNA 93 economic activity for both market and non market activity However some non economic activity informations are collected : housing

Employment survey : EE Employment : are actives all persons who participate to an economic activity as main activity or secondary activity at least 1 h during the reference week Additional question is used to capture seasonal worker – part time worker – etc

Employment survey : EE Informal sector : all production unit which doesn’t have statistical identification number or doesn’t have official valid bookkeeping Employment in informal sector : all persons employed at least at an informal sector unit (main or secondary job)

Employment survey : EE EE, accomplishment : 10 series of EE survey, annual from 1995 to 2002, one edition in 2004 and in 2006 EE, limits : Antananarivo (the capital) and its surrounding only as coverage – focus is only on informal sector , informal employment not highlighted – depending on external finance

Informal sector survey : ESI ESI is establishment-based survey of informal production unit identified during EE survey – It’s a supply side survey – so mixed household & enterprise independent surveys are conducted to collect all informations on informal sector (1-2-3 survey) ESI is annual from 1995 to 2001 and one version in 2004

Informal sector survey : ESI Limits : coverage at the capital and its surrounding only, depending on external financing , last version in 2004

Perspectives : About the NSDS ( national strategy of development of statistic) Make all possible data sources coherent and especially develop administrative sources at national level and regional level Labour force statistic will be improved and data gaps reduced
