1 DIAGNOSTIC FRAMEWORK: National Accounts and Supporting Statistics
SELF ASSESSMENT TOOL Session 9 – points for discussion Regional Seminar on 2008 SNA Implementation 23-26 May 2010, Muscat, Oman Gulab Singh UN Statistics Division/ DESA 1 1

2 Points for discussion Periodicity
Periodicity of the statistical output satisfies the need of users –policy makes, business community and academia? User consultation to review the periodicity? Are some statistical output identified to be released with greater periodicity? List of high frequency indicators (HFI) compiled by the country and how does it compare with the list developed under the global initiative? Country initiative to Enlarge the list of HFI being currently compiled Start compiling the HFI, if not currently compiling 2

3 Points for discussion Timeliness
How does country timeliness in releasing the statistical output compare with the international recommendation, namely: Annual – 18 months after the close of the reference year Quarterly – 3 months after the close of the quarter Monthly – 45 days after close of the month Country initiatives to improve timeliness? 3

4 Points for discussion Statistical Registers and Censuses
Need for creation of business register? Country practices for creation and maintenance of the business registers? Sharing peer experience from countries in the region Need for external technical assistance? 4

6 Surveys Points for discussion
Surveys are periodically done to capture economic statistics and labour force? Response burden monitored? Small and informal sector enterprises are adequately covered? Infra annual surveys are integrated with annual surveys Need for external technical assistance?

7 Points for discussion Data integration, editing and data linking
Validation and edit checks are performed on survey data before processing ? Treatment of missing observation and non-response (both item and unit non-response) are done based on sound statistical techniques? Sample results are grossed-up using raising factor (derived scientifically based on the sample design) for the coverage of the entire in-scope statistical universe? Rebased series are linked to past series for having a longer time series data on macro-economic aggregates ? Need for external technical assistance?
