The local development plan is defined in line with the governments national development plan. the concepts of learning and learners are to be seen more broadly, as this development plan adress all functions in educational and cultural services in Espoo. Learning happens in all situations, formally and informally, and learners we perceive all people of all ages, in all everyday life situations. Therefore also freetime activities as sports and youthfunctions are similary working to achieve these goals and supporting residents to being creative and capable. 3

Vocational education and training in finland Vocational training covers the second largest proportion of the Finnish educational system, right after comprehensive education. Developing the world of work is one of the basic tasks of vocational education and training. The training is usually customised to meet the requirements of the workplaces. The organisation of training takes account of the student’s situation. Practical work combines learning at the workplace and in the educational institution.
