The PDIS: Vision and Guiding Principles 11/19/2018 The PDIS: Vision and Guiding Principles We are building a professional development system that is accountable, innovative, accessible, inclusive, aligned, well-financed, and collaborative We are working to ensure positive outcomes for young children and their families by recruiting, preparing and supporting highly effective, caring and diverse early learning professionals We know that strengthening and supporting early childhood professionals is critical to young children’s success According to Colorado’s P-3 Professional Development System Plan, we are working to build a system that is accountable, innovative, accessible, inclusive, aligned, well-financed and collaborative. Teachers are a key component of positive outcomes for children and the PDIS will strengthen and support the professionals that work with young children and their families. 3

It will track training and education, it will provide high quality online professional development and it will help individuals choose professional development according to their competency level, their professional development goals, their job role and their geographic location. The PDIS will also allow individuals to store their professional information all in one place. It will also calculate Credential level and pass this, along with other relevant information, to the system that will support the Quality Rating and Improvement System, or QRIS. Colorado’s Competencies for Early Childhood Educators and Administrators are the foundation of the system. Through the PDIS, we will be able to learn more about Colorado’s early childhood workforce. This information will help us better support the early childhood workforce. PDIS supports individuals, whereas QRIS supports programs. 4

The purple arrow illustrates that the Competencies are a part of each component of the system. Initially, an individual will go in and establish and account. They will then enter demographic and contact information, along with connecting themselves with a current employer. They can then take the QRIS Level 2 Trainings. These next 2 slides are intended to provide information on how the PDIS will be used at different levels of QRIS. For a program to get a Level 2 in the new QRIS system, they must complete the individual registration and current employment fields. They must then take the QRIS Level 2 courses. 11/19/2018 QRIS Level 2 Trainings These trainings are designed to support the workforce as they make the change to the new QRIS. The modules will: Introduce the elements of the Next Generation QRIS and assist the completion of the Self-Assessments and QI Plan Familiarize early childhood professionals with the Colorado Early Learning and Development Guidelines and the Colorado Early Childhood Competencies for Educators and Administrators Provide more depth to various aspects of the framework including social and emotional well-being, family engagement, cultural competence and supportive learning environments A major part of QRIS Level 2 are the QRIS Level 2 Trainings. These trainings are meant to support the transition into the new QRIS. They will introduce the elements of the new QRIS and present some big structural pieces that were recently developed like the Early Learning and Development Guidelines and Colorado Early Childhood Competencies for Early Childhood Educators and Administrators. They will also provide more depth to various aspects of the QRIS, like family engagement and cultural competence.

Components of the Early Childhood Professional Credential 11/19/2018 Components of the Early Childhood Professional Credential (credential levels 1=lowest through 6=highest –level is based on total points earned) Points Points Points Points Experience (Points awarded for each year worked in the field ) Formal Education Professional Development (Points awarded for Training Hours/CEUs completed in the last 3 years; extra points awarded courses related to children with high needs, completed as a series, and completed with at least 8 hours of coaching. Points also awarded for specific Licenses, Endorsements, and Certifications that are kept current) Demonstrated Competencies (Point system to be developed) Points Points Points Degrees (Points awarded for highest degree attained) Areas of Study (Extra points awarded for 6 specific areas of study in degrees earned in the last 25 years) Course-work (Points awarded for each 3 credit college course with grade “C” or above in ECE or courses aligned with competencies) A big part of QRIS Levels 3-5 is the Early Childhood Professional Credential. The new Credential will recognize a broader range of ways that professionals gain competence. Individuals will be able to earn points in four different areas: experience, formal education, ongoing professional development and demonstrated competencies.

Competencies Self-Assessment Domain: Child Growth, Development, and Learning Category: Knowledge of Developmental Domains, Changes and Milestones Select the answer that best describes your level of ability. I am a novice in this area. I am able to describe typical development of children and the materials that may be used to support their growth. I am able to apply current research and theory of developing children. I ensure the program meets the needs of children and families by using them. I am able to determine materials to share with community partners that will help them identify children who may have delays. I am able to build and support referral systems that help meet the needs of all children and families (includes those with disabilities or who are dual language learners).   Another major component of the PDIS is the Competencies Self-Assessment. The purpose of this self assessment is: Help professionals become familiar with the body of knowledge and skills associated with their profession Discover strength and challenge areas Connect individual to professional development Take ownership of their knowledge and skills and take charge of their professional development Through the self-assessment, the individual creates a competency profile and each professional development offering will have it’s own competency profile. This is how a “match” happens The more effort and authenticity go into the self assessment, the more accurate and meaningful the professional development plan will be This is an example of how one of the self-assessment questions will look. This question is from the Child Growth, Development and Learning Domain. Each question begins the same way, has the same first answer, begins with a basic level of competency and progress through to the advanced level of competency.

Individualized Professional Development Plan After the Competencies Self-Assessment is complete, the PDIS will create a Professional Development Plan according to: Results of self-assessment Role Formal education Ongoing professional development Professional goals After the individual has completed the Competencies Self-Assessment, the PDIS will generate an Individual Professional Development Plan based on the results of the self-assessment, his/her role, formal education, ongoing professional development and professional goals.

System Development Summer and Fall 2014 PDIS Timelines System Development Summer and Fall 2014 User Acceptance Fall 2014 Pilot Fall and Winter 2014/15 Full Rollout Spring 2015 Here is a high level timeline of the PDIS. We are currently in the thick of system development and will start user acceptance testing in the fall. User acceptance testing is testing to determine if different parts of the system are working in the way they are supposed to. We will be piloting in the winter and are expecting a full rollout in the spring of 2015.
