CARIAA Country Reviews: Methodology and outcomes Jo-Ellen IISD, Resilience Program 5 September 2017
“National Reviews of Adaptation Action in CARIAA Countries of Engagement” Overview Objective: Prepare standardized reviews of current adaptation action that will contribute to a baseline of action in the CARIAA program’s countries of engagement. Contextualize CARIAA’s impact Support strategic in-country engagement Inform coordination with other major adaptation initiatives Scope: South and Central Asia: Bangladesh, India, Nepal, Pakistan and Tajikistan West Africa: Burkina Faso, Ghana, Mali and Senegal East Africa: Ethiopia, Kenya, Tanzania and Uganda Southern Africa: Botswana and Namibia
Content of country reviews Vulnerability context (climatic and socio-economic) Policy and planning status (national, sectoral, subnational) Adaptation programs and projects, and financial flows Communities of practice
Adaptation Priorities: Uganda Sector Adaptation priorities Agriculture Implement climate change adaptation strategies that promote resilient, productive, and sustainable systems Improve production and productivity through better agricultural technology development and by ensuring effective delivery of advisory services and improved technologies Assist in controlling disease, pests, and vectors affecting local crops Use land sustainably and manage soil and water resources to improve land productivity Increase water supply for agricultural operations, including for irrigation, livestock, and aquaculture Promote labour-saving technologies and mechanisms Improve access to high-quality inputs for agricultural and aquaculture production Improve agricultural livelihoods in northern Uganda Encourage value addition to products, and improved food storage and management systems to ensure food security year round Forestry Promote reforestation, afforestation, and sustainable management of forestry resources Restore degraded natural forests in forest reserves and private forests Reduce pressure on forests as a source of wood fuel and construction materials Implement a rural electrification program, promote the use of alternative and renewable energy sources, and promote the use of energy-efficient technologies

Synthesis report: Adaptation programming findings The review identified 224 significant adaptation projects of which 159 were being implemented solely in one country, while the remainder comprised 48 regional and 13 global projects.
Synthesis Activities Objective: Summarize main findings from comparative analysis Reflect on issues associated with stock taking exercises Outputs: Policy brief: “Trends in Adaptation Planning” “Essay” with infographics Blog: “Taking Stock of Adaptation Progress” Components compared: Vulnerability profile Adaptation priorities Policy progress Adaptation programming General observations
Synthesis report: Main findings Adaptation progress: Variable between countries Subnational progress: Limited progress in adaptation planning and mainstreaming at the subnational level Shared focus on agriculture: Prioritized as adaptation needs, often in mainstreaming, and common focus of adaptation programming Continuing gaps in adaptation action: e.g., health, forestry and fisheries Absence of monitoring and evaluation systems
Observations on limitations and challenges Defining adaptation Defining and tracking of adaptation financing Implementation and effectiveness of adaptation action Access to information Revision of the methodology’s classification system
