Review of Benedum Study – this morning Potential sites identified in all three states Subsequent review since the 2017 Benedum Study including the American Chemistry Council, WVU Energy institute, and other research/analysis

Moving forward

Need for public support/advocacy

Regional approach to advocacy Regional approach beginning with Tri State Shale Coalition Tri State Shale Coalition support for storage hubs in identified locations Build Grass tops and Grassroots support Identify public official “Champions” who can positively influence legislatures, county commissions, and township officials Push back against anti-fracking opposition Tell the story highlighting jobs and long-term economic opportunities

Public-private partnerships Public-private partnerships will be important in attracting investors/developers Need for industry partners to work with government entities in all three states beginning with the Tri-State Shale Coalition Coalition agreement extended earlier this year Coalition consists of OH, PA, and WV Governors

Regulations Need for predictability in regulatory structure Consistency in regulations across the tri state area, both locally and at the state level Reasonable time frame for permit applications

Infrastructure needs Identify needed infrastructure near potential storage hub areas Build public support for needed infrastructure including pipelines, rail, water, roads, and processing facilities Advocacy for these projects with regional Municipal Planning organizations (MPO) and all economic development agencies within the region

Funding and other support Identify private and public funding sources for investment dollars and infrastructure Prioritize public funding to maximize private investment Advocate for this funding at appropriate public hearings/meetings Ensure workforce training thru higher education including community colleges and building trades

Possible funding mechanisms Tax Increment Financing (TIFs) Public-Private Partnerships (P3s) Bond issues Opportunity Zones Low Interest Loans – Industrial Development Authorities State Infrastructure Banks – operate revolving investment funds providing low interest loans and grants
