Improving the business processes of regional associations

WMO CONVENTION ON REGIONAL ASSOCIATION-1 Regional associations ARTICLE 18 Regional associations shall be composed of the Members of the Organization, the networks of which lie in or extend into the Region; Members of the Organization shall be entitled to attend the meetings of regional associations to which they do not belong, to take part in the discussions and to present their views upon questions affecting their own Meteorological or Hydrometeorological Services, but shall not have the right to vote; Regional associations shall meet as often as necessary. The time and place of the meeting shall be determined by the presidents of the regional associations in agreement with the President of the Organization;

WMO CONVENTION ON REGIONAL ASSOCIATION-2 Regional associations ARTICLE 18 (d) The functions of the regional associations shall be: To promote the execution of the resolutions of Congress and the Executive Council in their respective Regions; To consider matters brought to their attention by the Executive Council; To discuss matters of general interest and to coordinate meteorological and related activities in their respective Regions; To make recommendations to Congress and the Executive Council on matters within the purposes of the Organization; To perform such other functions as may be conferred on them by Congress;

GENERAL REGULATIONS General terms of reference of RAs-1 In carrying out the functions specified in Article 18 (d) of the Convention within the allotted geographical areas defined in this Annex, under the general guidance of Congress and the Executive Council and with support from the Secretariat, each regional association, in close coordination and collaboration with other bodies concerned, shall: Coordinate and organize its Members’ activities related to the planning, implementation and evaluation of agreed programmes, strategies and activities, at the regional and subregional levels; Study the technical and institutional capacity-building needs of its Members and subregions, and identify impediments to the timely implementation of planned programmes and activities; collaborate with Members, technical commissions and other bodies, as necessary, to address critical deciencies; Promote cooperation and efficiency by establishing regional networks and facilities based upon identified regional needs, in close coordination with the technical commissions concerned; monitor the performance of regional networks and facilities and require corrective measures, as necessary;

GENERAL REGULATIONS General terms of reference of RAs-2 Establish regional operating plans and other implementation plans, as necessary, which address agreed strategic priorities from a regional perspective and ensure the engagement of Members in focused activities aimed at achieving the expected results of the WMO Strategic Plan; Structure its work to address regional priorities and make the best use of the expertise of its Members to provide guidance and assistance, in accordance with the needs of the Region; Build and promote cooperation and partnerships with relevant regional organizations, including the United Nations Regional Economic Commissions, other United Nations bodies, subregional organizations, development partners, non-governmental organizations and professional associations; Ensure that WMO is visibile and recognized in its Region, and engage stakeholders in regional initiatives and projects related to the strategic priorities of the Organization.

EC-68 GOVERNANCE REVIEW-1   Regional associations: The process should be defined clearly to enable the RAs to fulfill their role as defined in the Convention; The EC should request the Congress to establish ToR and assist RAs and TCs based on the Operating Plan to fulfill their roles; (General ToR on RA from Cg-17) RAs should set their regional priorities within the priorities established by Congress; The RAs should be better integrated in the budgeting process;

EC-68 GOVERNANCE REVIEW-2 (e) The work of RAs should be phased in a way to accomplish the guidance by Congress as follows: All RAs should have a management group meeting a few months after Congress to work out a Regional Operating Plan based on the Strategic Plan and in line with the WMO Operating Plan, to be consistent with Congress approved ToR. The Regional Operating Plan should be realistic and feasible, identifying the required expertise, external partners and funds; RA sessions should be in the mid-term after Congress;  Another management group meeting should be held prior to the last EC before Congress to focus on future priorities; The RAs should be provided with an indicative budget, matching the needs indicated in the deliverables of their Regional Operating Plans;

EC-68 GOVERNANCE REVIEW-3   Regional associations: (f) The roles, capacities and terms of references of Regional Offices, and the sequencing of constituent body meetings and operational planning processes should be improved;   (g) TCs, as well as related programmes, should be invited to meetings on identified priorities to enhance support and coordination among RAs, TCs and Programmes;

Some considerations on Improving business process of sessions of RAs Frequency of RA meetings: one session every 4-year is definitely insufficient ! Option one: Session maintain status quo, but add annual regional DG (together with MG) and WG meetings Other possibilities: for example, two shorter sessions. Session-1 (the year after Cg) for follow up of Cg decisions and formulate RA Implementation Plan (RA-IP); Session-2 (the year before next Cg) - foster contributions to Cg on WMO Priorities and review of RA-IP achievements. All WGs meetings should be proceded and report to session; Other two years, DG of NMHSs meetings are preferred (RA III) All relevant TC representatives should be invited for ensuring the collaboration and communication of TCs with RAs. This consideration will improve the Members engagement with WMO and Regional activities, in addition to improve RA Governance (regional Members and issues)

RA Working Structure harmonization with TCs working structure Numbers of TC Experts in the WMO Regions (Core members only)   RA I RA II RA III RA IV RA V RA VI CAS 49 90 25 121 41 179 CAeM 5 6 2 12 CAgM 16 13 15 21 20 CBS 37 110 61 43 130 CCl 32 34 26 33 40 CHy 53 59 47 150 CIMO 10 3 46 JCOMM Sum 202 328 112 301 177 577   RA I RA II RA III RA IV RA V RA VI CAS 9.70% 17.82% 4.95% 23.96% 8.12% 35.45% CAeM 14.29% 17.14% 5.71% 34.29% CAgM 16.33% 13.27% 15.31% 21.43% 20.41% CBS 9.11% 27.09% 6.16% 15.02% 10.59% 32.02% CCl 17.20% 18.28% 13.98% 17.74% 11.29% 21.51% CHy 14.48% 16.12% 4.37% 12.84% 11.20% 40.98% CIMO 9.90% 15.84% 2.97% 12.87% 45.54% Question: Can we consolidate these experts and task them to implement Technical standards as RA WGs for our regions ? (natural synergy with TCs) (if still not sufficient, then we can add additional)

RA session documentations Current status: Considerations: Most of the documents developed by secretariat staff (DRA + technical departments) The topics and the contents of the documents are largely based upon latest EC session documents, down scaling to RA session format (with limited linkage with specific Regions) Regional Members do not feel strong ownership (not easy to buy-in) to these documents, and the revision of these documents during session may not be able to reflect the real regional priorities and issues (session time limit) Too many documents impact RA sessions on strategic discussions, documents translations and interpretations lead to cost higher, etc Ownership: Secretariat staff working together with RA WGs staff responsible for develop the initial drafts Improve efficiency: Only draft limited number of documents around RA priorities (shorter session, more strategic discussions and decisions, cost saving for WG meetings, etc) Strengthen governance: RA MG pre-review of these documents and give strategic guidance on major decisions for a efficient & effective RA session Ensuring Informed decisions: All RA documents can reference the latest EC documents (as RA session INF documents), facilitate RA Members to understand global issues and make informed decisions.

RA inter-sessional activities Current status: Considerations: No overall planning of technical meetings at Regions during inter-sessional period, and most of these meetings were arranged in ad-hoc basis, and RA has limited impact to the topics and major issues of these meetings. Due to limited budget of DRA department, basically each WG will not have more than one meeting (some WG even have no meeting at all during inter-sessional period) Technical implementation of WMO standards lag behind the Cg and EC requests, and prevent Members from benefits with these technical advancements Overall Planning: Regional office develop and consolidate all proposed major meetings (from both DRA and technical depts) for the whole inter-sessional period; RA priorities driven: At RA session Members decide major priorities (WHAT) during the inter-sessional period Objective- oriented action plan: with the decision on priorities, RA session also make decisions on HOW, WHEN and WHO (i.e., major meetings, and identify Members to lead these major activities with in-kind contributions and/or funding proposals) Joint force for RAs: Above approach will ensure WMO has joint forces for RA issues, including decision-making, comprehensive expertise (TCs, RA WGs and SEC staff) and joint resources (DRA, Technical depts and Members’ kind contributions, etc)

If you want go fast, go alone If you want go far, go together Collaborations at regions are critical for our future: most cost-effective approach Proverb: If you want go fast, go alone If you want go far, go together Go Fast and Far? Yes, go together with your regional parnters 11/13/2018
