Page 3Bureau of Administration Office of Logistics Operations One of A/LMs primary responsibilities is to facilitate the relocation of Foreign Service Officers and their personal effects to and from these overseas posts. In addition, A/LM/OPS handles supplies, material, and equipment to support these diplomatic missions. This combined support in FY11 amounted to over thirty thousand shipments totaling over 100-million pounds. A/LM/OPS provides these logistics services to DoS and other U.S. Agencies involved in foreign affairs, spending over $100 million dollars on commercial transportation services annually.

Page 4Bureau of Administration Office of Logistics Operations Cargo handled by the Despatch Agency Offices falls into two main categories: Personal Effects (PE) and Supplies (SUP) –Personal effects shipments include household effects (HHE), unaccompanied air baggage (UAB), consumables (CNS), layette (LAY), and privately owned vehicles (POV) –Supply shipments include general supplies (SUP), government owned vehicles (OFV), hazardous materials (HAZ), and residential furniture (FUR). The business process varies according to the shipment being made: personal effects or supplies.

Page 5Bureau of Administration Shipping Personal Effects Direct Procurement Method (DPM) –The movement of cargo from origin to destination where each segment of the process (e.g., pack-out, pick-up, transport, delivery out, unpacking, etc.) is managed individually (the usual method of shipping by a DA; billing is done separately for each segment International Through Government Bill of Lading (ITGBL) –The term for a door-to-door shipment wherein all services (e.g., pack-out, pick-up, transport, delivery out, unpacking, etc.) are bundled together, using one forwarder to perform all services and generally paid on one billing document.

Page 8Bureau of Administration ELP - The Expedited Logistics Program An electronic, on-line catalog to order certain essential in-stock items ready for immediate shipment, reducing the lead time for ordering and shipping Stock items include: –complete rooms or individual pieces of living rooms, dining rooms, or bedroom furniture by Drexel –major appliances: air conditioners, stoves, refrigerators, and freezers –Small appliances: vacuum cleaners, transformers and microwaves Operational items: packing materials, embassy shields, and coffins Other items: American brands of beer, wine, and liquor for representational purposes

Page 10Bureau of Administration SELP: Secure Expedited Logistics Program The Secure Expedited Logistics Program (SELP), initiated in 2007, provides diplomatic Posts with an easy, fast and cost effective way to acquire secure goods. EUR, NEA or AF posts can now order Secure Expedited Logistics Program (SELP) stock items through the secure warehouse in Frankfurt, reducing shipping times and transportation costs. Items available include laser printers, faxes, shredders, computers/monitors, and safes.

Page 11Bureau of Administration CNS – The Consumable Program Personal: A program to allow Foreign Service personnel at consumables posts to order grocery items through the local Commissary facilities at Ramstein, Germany. Bulk: A program to allow employee or commissary groups to place bulk orders for dry goods as well as perishable items.
