Handling Hazmat During Construction WisDOT NCR Construction Conference March 7, 2013 Shar TeBeest, DTSD Bureau of Technical Services or

Planned Encounters Usually identified in Hazmat special provisions – Identified contaminated areas within or outside the zone of construction – Hazmat consultant oversight areas – Dewatering plans – Bridge paint waste handling and disposal – Asbestos abatement – Well locations to be protected – Well locations to be abandoned

Planned Encounters What else should be in your special provisions… – EPA IDs for the bridges to be repainted – Waste handling plans – Predefined notification periods for contacting the environmental consultant – Identified acceptable disposal locations for contaminated soil to be excavated by the construction contractor – Notification requirements for asbestos abatement or demolition – Well locations

Planned Asbestos Abatement

Unplanned Encounters Construction Emergencies – Tanks – Contaminated soil or groundwater – Asbestos – Fill – Monitoring wells – Coal storage bins

Tanks – bad enough without added complications! Directionally drilled utility line.

Asbestos in Fill

Asbestos Pipe Insulation

Landfills

Unplanned Encounters What do you do? Follow the procedures in the Construction and Materials Manual Chapter 1-30

CMM 1-30

What do you do? 1.Stop Work 2.Notify the regional environmental coordinator and the Project Manager 3.Notify Environmental Services Communication and Coordination are critical!

14 Planned or Unplanned? Some projects have both…

From the Field - Communications Lead-contaminated soil identified in Special Provisions (just east of roundabout, STA , 30 – 60 left of reference line). This soil has been excavated and was stockpiled immediately east of the sewer trench. Once the soil is removed and taken to the landfill, the excavation and management of contaminated soil identified in the Special Provisions will be completed.

Known tank locations Manhole Cover with Fuel Oil fill pipe

Contaminated groundwater seepage

From the Field - Communications Sewers are being installed at ~14 bgs. Highly contaminated water is entering the excavation – strong petroleum odor and significant sheen is on the water. Project has stopped working here and is awaiting our direction. Please call my cell phone as soon as you can. The project has decided that it can work elsewhere for a day or two. I was on-site today and brought the sample to the lab courier a minute ago; the lab is expediting the protocol B, GRO and DRO on the soil, and is expediting the analytical requested by Veolia for the water sample (GRO, DRO, VOCs, PCBs, metals and flashpoint)

Transite pipe All the Crushed Stuff hand to be removed by hand!

From the Field - Communications Material is transite electrical conduit pipe used by the city for the electrical supply for city lighting. Material that went to the Crushing site is segregated and they are roping/barreling off the area to ensure that the material remains segregated and is not covered by other loads. Approx. 5-6 loads of material containing the pipe were hauled here. Material is in large pieces. This material will need to be removed and hauled to a landfill licensed to accept asbestos. Determine which licensed landfill is closest to project and coordinate the paperwork for acceptance.

From the Field - Communications There are approximately 1 ½ Miles of piping to be removed between the sidewalk and curb and gutter. The contractor can remove the sidewalk without disturbing the piping, we will need to coordinate the removal and disposal of the piping. Determine if contractor and hauler can perform removal and disposal, or if we need to bring in a sub. Notify DNR

From the Field - Communications Asbestos (Transite conduit) is present within 6 th Street west of College and is in close proximity to the 14-foot+ deep sewer work starting tomorrow. The sewer work is a critical path at this time. The transite has been sampled and is confirmed to be asbestos (lab report attached). The conduit, which contains a back-up emergency communications line for the City, and which is live, will eventually be replaced but needs to stay protected for now. It was agreed to uncover the conduit and wrap the conduit in tape to hold it together, and gently hold the conduit out of the way to facilitate the storm sewer work

From the Field - Communications The transite that contains the live communications cable to the police station (wrapped in plastic and taped) can remain in place. We will document the location, horizontally and vertically, of the transite that is to remain in place. The new communications line will be installed elsewhere on the project

From the Field - Communications Railroad ties within 6 th Street immediately north of City Hall (6 th Street STA 9 to 10) – surveyed today and found the top of the RR ties to be 2/10 in conflict with the project. RR ties would remain in place unless the City requested they be removed

What have you encountered? Questions?
