Fall Community Survey Summary Conducted for the City of Port Hueneme Presented By Timothy McLarney Ph.D. 1

Purpose of Study Determine issues of greatest importance to residents Measure satisfaction with City’s performance in providing services Determine the interest, if any, in a local funding measure to maintain city services and projects Gather information needed to further engage the community 2

Methodology of Study Conducted September 16th to September 24th, 2017 Sample: 450 voters likely to participate in November 2018 election, with likely June 2018 subset Mixed-Method approach Recruited via phone and email Data collection via phone and online 16 minute average interview length English & Spanish versions Overall margin of error is ± 4.4% 3

Quality of life Seventy-seven percent (77%) rated the quality of life as excellent or good – a positive finding 4

Overall satisfaction Eighty percent (80%) reported being satisfied with the City’s performance in providing city services – another positive finding 5

Conceptual Ballot Question Tested Reviewed and approved by City Attorney To maintain the City’s long-term financial viability and provide funding for essential city services including: Police protection, crime prevention, and 9-1-1 emergency responses Fixing potholes, streets and stormdrains Reducing stormwater, creek, and beach pollution And maintenance of parks, beaches, infrastructure, and other general city services Shall the City of Port Hueneme establish a one cent sales tax until ended by voters, providing 1.6 million dollars annually for city services, and requiring citizen oversight, independent audits, and all funds controlled locally? If the election were held today, would you vote yes or no on this measure? 8

Informed ballot test Seventy-five percent (75%) would support a simple majority requirement local funding measure to maintain priority services if the election were held today 9

Key conclusions Respondents value the services the city provides, do not want them reduced, and are willing to pay to maintain them. Respondents have positive opinions of the City’s performance in providing city services The consulting team recommends continuing to obtain additional feedback from constituents and engaging the public in the City’s service delivery and fiscal policies 10
