Sustainable Pacific Aquaculture Development Project HOF 10, 17 March 2017, Noumea

Project Goal Food security and livelihoods in the Pacific are improved through sustainable aquaculture demonstrating enhanced business acumen, reduced aquatic biosecurity risks and increased uptake of improved aquaculture practices.

Funding & Support NZD $ 4,929,300 Start and end dates: 1 July 2016 to 30 June 2021 Positions this project supports: -Aquatic Biosecurity Specialist, Noumea based -Aquaculture Officer, Suva based -Aquaculture Technician, Suva based -PA (50%), Suva based

Output 1: Aquatic biosecurity risks are assessed and standards developed at regional and national levels. Work with countries to develop national aquatic biosecurity plans. Assist in undertake risks assessments on proposed species for introduction Assist countries in improving national aquatic disease reporting systems i.e. OIE Address gender and human right issues to identify viable approaches to support national aquatic biosecurity plans. Coordinate activities with partner agencies to form collaboraton in relevant countries and avoid overlap of work.

Output 2: Capacity development provided to government & farmers in aquatic biosecurity Support countries on the implementation of national aquatic biosecurity plans. Provide attachment training for national staff in Noumea on national aquatic biosecurity plan or risk assessment development. Support aquaculture farmers to improve farm level aquatic biosecurity. Support business enterprises to manage biosecurity risks. Develop knowledge products to bridge information gaps in aquatic biosecurity.

Output 3: Mentoring and training provided to aquaculture operations in business Provide mentoring to aquaculture operations to address business skills, knowledge and information needs. Run national business skills workshops for aquaculture enterprises. Assess and address gender: undertake gender analysis and strategic approaches to ensure women’s participation Develop Knowledge Products to bridge identified knowledge gaps i.e. product developed such as a guideline or standard for adoption of best aquaculture practises for a commodity

Output 4: Capacity development provided to government and farmers in feed, seed and broodstock management Strengthen technical skills to government and farmers to address skills, knowledge and information needs in feed, seed and broodstock management. Work with and support clusters of aquaculture farmers to improve feed, seed and broodstock management. Provide in-country training in feed formulation, broodstock management and seed. Training attachment for Fisheries Officers on cost-benefit analysis for feed, seed and or broodstock management. Develop Knowledge Products to bridge identified knowledge gaps.

Output 5: Technological transfer facilitated in feed, seed and broodstock management Conduct a cost-benefit analysis to assess viability and suitability for options in feed and/ or broodstock management. Develop guidelines to address sectoral constraints to adoption of best aquaculture practices for feed and/ or seed. Provide technical and financial support if required for enterprises to demonstrate and/or model aquaculture best practice in feed, seed or broodstock management. Supervise and assist with research on suitable broodstock management and breeding . Gender analysis to understand the needs of male and female farmers, and to design technology transfer activities to ensure equitable women’s participation

Activity Management An Aquaculture Activity Steering Committee (AASC) is formed to guide the management and implementation of the Activity. The Committee comprised representatives from SPC, MPI and MFAT. Other country or NGO representatives may be invited to attend from time to time. AASC will meet once each year to: Monitor the outcome, output, financial performance and risk management of the Activity against the results framework, workplan and budget Review and approve the Annual Progress Report Review and approve the Annual Workplan and Budget for the subsequent year Review and approve the revised Activity Workplan and Budget

AASC Approve criteria for the selection business mentors (outputs 3 and 4) and aquaculture enterprises (outputs 3 and 4) that will receive mentoring and technology transfer services (output 5) Appoint an Advisory Panel to oversee: The selection of mentors (outputs 3 and 4) The selection of aquaculture enterprises that will receive mentoring support (outputs 3 and 4) and technology transfer services (output 5)

Aquaculture Advisory Panel Develop criteria for the selection business mentors (outputs 3 and 4) and aquaculture enterprises (outputs 3 and 4) that will receive mentoring and technology transfer services (output 5) and send to the Aquaculture Activity Steering Committee for approval. Select business mentors who will deliver mentoring support under outputs 3 and 4 Select aquaculture enterprises that will receive mentoring support under outputs 3 and 4 Select aquaculture enterprises that will receive technology transfer services under output 5. Provide an annual written report to the AASC, which will be attached to the Annual Progress Report Other matters the AASC may request advice on.
