2 PROJECT RATIONAL  Climate Change Vulnerability: Vietnam is already one of the five top most vulnerable countries in the world. The poor, farmers, women, children, and other vulnerable communities suffer most from climate change. Need to build capacity for NGOs and other partners to be able to effectively to support most vulnerable communities and Vietnam efforts.  Needs Assessment (July 2008) gaps identified: Information sharing; accessing funds; Training on climate change knowledge; comprehensive policy advice; and research and analysis capacity.

3 PURPOSE Purpose: To raise awareness and build capacity of civil society, focusing on NGOs and their partners, to effectively respond to and integrate climate change adaptation and mitigation into relevant existing and future programs to contribute to long term sustainable development of the country and Vietnamese people

5 IMPLEMENTING PARTERS  Climate Change Working Group (CCWG)  Network of Vietnam Civil Society Organizations and Climate Change (VCSO&CC)  Lead Agency: Centre for Sustainable Rural Development (SRD)  Key Target Group: national staff of Vietnamese and international NGOs currently engaged in climate change adaptation and mitigation.

7  Duration: 3 years (5/2009-5/2012)  Phase 1 (5/ 2009 – 10/2009) - Preparation: This phase will focus on development of the overall integrated and concrete work plan for the whole project.  Phase 2 (11/2009 – 10/2011) - Implementation: The focus of this phase is the implementation of the capacity building, communication, sharing and learning activities outlined in the work plan.  Phase 3 (11/ 2011- 5/2012)– Evaluation and Follow-Up: This phase is dedicated for evaluation of the project activities and documentation of the lessons learnt.

9 PROJECT STEERING COMMITTEE (PSC)  Members of the PSC include 9 representatives from CCWG and VCSO&CC members: SRD, CARE, CDA, CRS, MCD, Oxfam, RECOFTC, TDI, and VVOB Medium-term and strategic planning Ensuring overall coordination and between components, Reviewing the progress reports and financial statements; Providing direction and guidance on project planning and implementation; Meet quarterly.

10 LEAD AGENCY – SRD  Employ project staff (03)  Day-to-day management and reporting.  Ensure the project is implemented in a coordinated manner (with support and under the supervision from PSC)  Ensure coordination between the NGO CCWG and the Vietnam Network of Civil Society Organizations and Climate Change (VCSO&CC), and  Ensure outreach to other VNGOs.

11 MONITORING &EVALUATION  Activity monitoring will take place as project interventions occur  All project activities will be monitored on a regular basis based on the expected outcome.  Activity monitoring, ongoing collection of capacity-building indicators, consultant reports, gender analysis, mid-term review, and final evaluation

12 SUSTAINABILITY  Participation commitment and contributions to the project of SRD, core members of CCWG and VCSO&CC as well as PSC members  Using available recourse persons  TOT, knowledge consolidation and transfer build productive relationships and contribute to sustainable knowledge transfer

13 GENDER, ENVIRONMENT  Gender equality will be promoted through gender-sensitive training materials and the active inclusion of women in all training activities.  Environmental impact will be positive, due to increased awareness of climate change and other environmental issues.
