eGOV Development Strategy or Information Society Strategy? Favourable conditions for development of competitive economy E-democracy and effective, accountable and transparent public sector Protecting national language and culture Fight against Digital Divide

National Programme for eGOV (I) Good long-run commitment Situation analyses gives a good picture of the field Good document for awareness building Inventory of needs… perhaps prioritization mechanism is missing Connection to more general state development plans and/or public reforms strategy E-democracy and effective, accountable and transparent public sector. In theory sometimes eDemocracy issues are handled separately but these should be focused in some way.

National Programme for eGOV (II) Relations to some general aspects and policy decisions (Information Society Policy?). For example the role of private sector. In case of Estonia the strategy was to support private businesses and to avoid the appearance of new government institutions (see § 5.5.4.) Needs to be neutral in different technologies and platforms. Etc. Some intention to give exact list of eServices might be complicated. Depends on the skills and state of implementing organizations. Need for more focus on organizational and coordination matters?

National Programme for eGOV (III) It would be good to describe shortly the process of preparation, prioritization, institutional support of annual action plans. It would be dangerous to make very exact project plans for more then 1 year. There is the risk to over-regulate the field (see pg 2… at least 100 standards and technical regulations) Academic approach is good… in theory… but there should be good balance between pragmatics Some duplications in the text

National Programme for eGOV (IV) Perhaps some more focus on shared services – both technology and organizational aspect Infrastructure (incl. PKI, tools and methods of identification and auhtorization of users) Organizational, legislative and technical aspects of data protection Common use of GIS systems (Open GIS?) State systems of Classification Systems Common use and principles of State address system
