Strategic Planning: Policy to Action Specialization in Health Management for Older Adults May 7, 2013 Mary Guthrie, MBA

National Policy Situational Analysis Vision, Mission & Goals identified Objectives & Recommendations for Action Recommended Structure for Governance Develop Strategic Plan for Action Goals & Ojectives in Policy need to be linked to concrete steps to accomplish them Develop "strategies" that are sustainable & will produce results (may go beyond those recommended) First responsibility to be undertaken by Governance or appointment of Steering Committee to undertake Plan for Action Creates forum for discussion & "buy-in" of those responsible for implementation Establishes timeframes for completion Identifies areas of joint responsibility as well as Lead Person with overall accountability Opportunity to identify what resources (financial, facilities, personnel, information) are required Areas identified for additional analyses & data Agreed upon timelines for provision to the group for consideration Additional Implementation Plans Larger Projects within the Plan of Action will require that those reponsible outline action steps in chronological order with antificipated completion dates (and where feedback will be required to group) in order to ensure that timelines remain on track

Process requires focus & commitment from the Committee members & support from top leadership. Establish regular opportunities to communicate (f2f, virtual). Think about resources needed & be realistic about what you can accomplish and when. Need a leader to take responsibility for the overall action plan – important tasks: remind/flo-up on due items; problem solve/run interference; keep the project plan up-to- date at all times. Tips for Managing the Process

Post project plan where others can easily view but restrict revisions/updates to delegated person. Most plans suffer from promising too much too soon. Each action item needs someone responsible. Monitoring is important part of the process…….do not take it out on the person. Numerous ways of creating grids – project management tools available online also. Tips for Managing the Process

Create measurable goals along the way for big projects so to keep up momentum and experience success. Try to avoid the experience of not meeting your deadline! Tips for Managing the Process

Example of Process from Belize National Policy for Older Persons in Belize adopted 2002 Formation of National Council on Ageing Development of NCA Strategic Plan: The National Plan for Older Persons: Subsequent updates to the National Plan

POLICY AREA: Ensuring that Development Policy Addresses Older Persons

You will be provided a document Summary National Policy on Ageing Goals & Objectives. Each Group selects to address either the Human Rights goal (six objectives) or the health care services goal (three objectives). Using the format sheet provided – take the Objectives and Recommended Actions and develop them into the Plan of Action. Identify likely sectors that will share responsibility but not individuals. End of session we will discuss challenges as a group. Small Group Exercise
