Update on the Current Proposal 9 April 2010 – formal approval of the Proposal for a Regulation of the EP and the Council by the Commission – COM(2010) 132 Negotiations with the Council: - 01 June 2010 – first meeting at Working Group level, generally positive support from the Council; second meeting scheduled for 22 June Negotiations with the European Parliament: - Rapporteur has been appointed – Mr Jo Leinen, Committee on Environment, Public Health and Food Safety - 07 June 2010 – first informal meeting with the Rapporteur’s parliamentary assistant DIMESA 14 and 15 June 2010

Monetary Modules - Restructuring Reorganisation of existing modules to have better methodological consistency and compatibility with the SNA Environmental Transactions with two major sub-parts: (i) Environmentally-Related Transactions – Taxes and Subsidies, and (ii) Supply and Use of Environmental Goods and Services (incorporating the current modules of EPER/EPEA, EGSS, RUMEA, etc.) Reflection Paper DIMESA 14 and 15 June 2010

Physical Modules – Energy Accounts High political priority for Energy Added value of accounts – integrated environmental-economic analysis, greater detail on an industry breakdown, consumption perspective Current progress on methodological work – Task Force on Energy Accounts held on 6 and 7 May 2010: - most conceptual issues have been clarified - reporting tables have largely been agreed upon and are to be presented to the WG in March 2011 - voluntary data collection to start in 2011 - Eurostat will coordinate the writing of the Manual, with next TF scheduled for May/June 2011 DIMESA 14 and 15 June 2010

Timetable (preliminary planning) Summer 2010 – Reflection Paper on the strategic restructuring of monetary accounts: (i) Environmentally-related transactions – Taxes and Subsidies and (ii) Supply and Use of Environmental Goods and Services Autumn 2010 – written consultation of relevant stakeholders on the Reflection Paper March 2011 – first draft of a second set of modules to be included in the legal base presented and discussed at Working Group level June 2011 – new modules discussed at the DIMESA meeting DIMESA 14 and 15 June 2010

Timetable (preliminary planning) cont. July 2011 – final draft submitted to an Interservice Consultation in the Commission November 2011 – proposal discussed and opinion issued by the ESS Committee meeting Early 2012 – adoption of the proposal by the Commission 2012-2013 – adoption of the proposal by the European Parliament and the Council 2013-2014 – implementing legal act prepared and adopted in a comitology procedure DIMESA 14 and 15 June 2010
