Unsheltered Count Data Collection Training The focus of this training is on the PIT street outreach/unsheltered count data collection process. We will be going over information about the PIT count and reviewing the forms for the data collection process.

Who to Count Persons counted in the Point-in-Time count include persons who are literally homeless on the night of January 24th. This includes literally homeless sheltered and literally homeless unsheltered persons.

Who to Count The 2017 unsheltered count data can be collected on the designated night of the count – January 24th, 2017 and on the three days following the count (January 25, 26 and 27) Data collected after the night designated for the count still MUST reference where the respondent stayed on the night of Tuesday, January 24th.

Definition - Literally Homeless Sheltered - An individual or family living in a supervised publicly or privately operated shelter designated to provide temporary living arrangement (including congregate shelters, transitional housing, and hotels and motels paid for by charitable organizations or by federal, state, or local government programs for low-income individuals). (To be counted by these agencies either in HMIS or on the Non-Participating form in BLUE) Unsheltered - An individual or family with a primary nighttime residence that is a public or private place not designed for or ordinarily used as a regular sleeping accommodation for human beings, including a car, park, abandoned building, bus or train station, airport, or camping ground. (Unsheltered Count Form in PINK or YELLOW)

Persons Prohibited from being Included in the Count Persons counted in any location not listed on CoCs’ Housing Inventory Count (HIC) (e.g., staying in projects with beds/units not dedicated for persons who are homeless) Persons residing in permanent housing (PH) programs, including persons housed using HUD Veterans Affairs Supportive Housing (VASH) vouchers Persons temporarily staying with family or friend (i.e., “doubled-up” or “couch surfing”) Persons residing in housing they rent or own (i.e., permanent housing), including persons residing in rental housing with assistance from a RRH project on the night of the count Persons residing in institutions (e.g., jails, juvenile correction facilities, foster care, hospital beds, detox centers)

Night of Count The term “night” signifies a single period of time from sunset to sunrise, which spans two actual dates. The “night of the count” begins at sunset on the date of the count and ends at sunrise on the following day. Often, unsheltered counts are conducted at times that can be generally referred to as “the middle of the night.” Data should be collected based on where respondents where staying within these hours on the designated PIT date.

What is the HMIS? HMIS stands for Homeless Management Information System. It is a data collection system that stores information about people accessing homeless services. The HMIS allows us to provide an un-duplicated count of Maine’s homeless population at one point-in-time by using the data collected by you and other outreach groups in conjunction with data provided by shelters, transitional housing projects, and safe havens.

Forms The Point-in-Time forms for counting have not changed significantly since last year and align with changes in HUD standards. The form for counting literally homeless individuals and families is slightly adapted from HUD’s form and has a conversational focus. There is a form for counting persons meeting the definition of sheltered literally homeless at non-HMIS participating agencies on that night. We will also go over the new Youth form. This form will be used in addition to the other forms and will focus on those under the age of 25.

Notes on Data Collection The data collection forms include a short script explaining the purpose of the survey and how the data collected will be used. It is important to explain that the data will be entered into the HMIS and used in a non-identifying manner for statewide statistics and research in an effort to better serve the homeless population in Maine.

Notes on Data Collection We ask that you be respectful and mindful of the confidentiality of the data you are collecting for the Point-in-Time count. This data is entered into the HMIS by staff trained on confidentiality and is only reported out on in a non-identifying manner.   You will see that the forms include questions on identifying information such as name and date of birth. We ask volunteers to collect this information from respondents for the purposes of de-duplicating and making sure someone is not counted more than once on that night.
