7 Framework: Why do we conduct the HIC count?
A snapshot in time The Housing Inventory Chart is a list of homeless providers ABILITY to house persons especially on the night of the Point In Time Count. Section 1 |

8 Framework: When? The date of the count is January 25, then ‘the night of the count’ starts at sunset on January 25, and ends at sunrise by January 26 The count must take place within 24 hrs The ‘night of the count’ begins at sunset on the date of the count and ends at sunrise on the following day The date of the count is January 25, then ‘the night of the count’ starts at sunset on January 25, and ends at sunrise by January 26 – so while the date of the count is January 25, the unsheltered count might actually be conducted on the following date Section 1 |

Where? Laundromats Bridges/ overpasses/large culverts with overhead protection Abandoned cars/vehicles Car washes Campgrounds and parks Abandoned mobile homes/trailers Hospitals Libraries Wal Mart River/lake banks 24 hour truck stops 24 hour Restaurants Wooded areas Delivery docks and bays for retail/business locations (that are protected from weather) Abandoned buildings Remote parking areas and dead end streets / roads Section 1 |

Framework: County Headquarter Structure Team Captain Manages volunteers for that area Communicates with PIT Rep about any concerns Communicates with volunteer liaison about volunteer redistribution Collects all surveys and gives to Quality Assurance Volunteer Liaison Communicates with volunteers Distributes / picks up confidentiality forms Volunteer sign in Distributes shirts/bags/water Quality Assurance Checks surveys when they are turned in Dismisses volunteers once surveys have been checked Enters surveys in the TVCH PIT online platform Section 1 |

11 Framework: Helpful Suggestions… Where?
Increase participation among the unsheltered population Ask local law enforcement to help locate where homeless individuals & families stay Pay attention a few weeks before the count, you may notice new areas that you should visit Ask formerly homeless people or those that visit local soup kitchens & food pantries for ideas on where to look OR HELP WITH THE COUNT ASK YOUTH TO HELP WITH THE COUNT. When asking homeless youth about their housing experience, don’t ask if they are homeless, ask what their housing experience is like. Talk to other youth about where hot spots are. Section 1 |

Where? Helpful Suggestions… How to be sensitive to the homeless population? How to ask the right questions? TVCH staff is available to talk to you/volunteers about how to approach the homeless and how to be sensitive to those who are homeless, asleep in their cars What to wear – warm clothes, non-descript clothes, no jewelry What to bring – cellphone, water, flashlight, pen, clipboard, incentives Section 1 |

14 Framework: Who is included in PIT & HIC?
SHELTERED HOMELESSNESS: Emergency Shelter People in beds located in a emergency shelters, including Domestic Violence shelters and motel vouchers Voucher Beds Beds located in a hotel or motel and made available by the homeless assistance program through vouchers or other forms of payments. Transitional Housing People in beds located in transitional housing programs (length of stay 90 days – 2 years) Section 1 |

15 Framework: What is the PIT & HIC?
UNSHELTERED HOMELESSNESS: Public place not designated for or ordinarily used as a regular sleeping accommodation for human beings Complete coverage (block by block – canvassing every block of a large area, like a downtown or entire city Known locations – canvassing only those locations where homeless persons are known to live, sleep, and congregate Non-shelter services (i.e., soup kitchens, healthcare clinics) – services that unsheltered homeless people typically use Combination of all three strategies Section 1 |

21 Next Steps TVCH will all documents to you by Dec. 4, 2017 TVCH will be available for guidance and support during PIT Schedule community training in January Press Release in January, use social media - #TVCoCPIT Gather Youth/Adult Peers to help with the count Determine time(s) & locations of count Get familiar with the online PIT reporting Hand out HIC & PIT surveys 1 week prior to count Online Survey going live Jan 22nd – Feb 2rd Fill out surveys using the online reporting system. Due Feb 2, 2018 HIC Surveys to Deb Patterson at by Feb 3, 2018 Wrap up meeting after count with you in each county. Section 4 | 24
