Update on APEC Energy Workforce Resilience Workshop 25 April 2017

Background Singapore hosted the inaugural APEC Energy Workforce Resilience Workshop held on 25 April 2017 Objective was to address the role of the work force in strengthening energy resilience, as part of our contribution to the work under the Energy Resilience Task Force (ERTF) Strong support from APEC economies and the private sector About 100 participants attended the workshop

Session 1: Setting the Stage – Human Resources Strategies in the Energy Sector Key takeaways Early identification of disruptive trends which increase the urgency for the industry to build capacity and capabilities e.g. demographics, liberalisation of the energy market, technological advancements and digitalisation, increasing importance of sustainability, globalisation of employment Impact of Digitalisation Creating the “Organisation of the Future” Adapting leadership strategies to digital business Increasingly flexible career models vs Structured careers Importance of investing in training and education Studies have shown that ROI in education is higher than investments in equipment Development of in-house training institutes

Session 2: The role of APEC in Enhancing Workforce Resilience in the Energy Sector Key takeaways Enhancing diversity of workforce e.g. women, mid-career employees Early education on energy issues Legislative reforms to provide enabling policies Comprehensive engagement through whole-of-government approach, as well as consultation with industry, learning institutes, etc Establishment of attraction, retention and development frameworks “Branding” of the energy sector Retention of experienced workers e.g. re-appointment of retires

Recommendations from the Workshop Development of attraction, retention and training frameworks through comprehensive consultations with the industry, learning centres and relevant government agencies Sharing of best practices and strategies through the APEC platforms, including on diversification of workforce Enhancing exchanges and collaboration between energy training institutes of APEC economies
