Chapter 18 Reconstruction

18.1 - Many Sides to Reconstruction Lincoln’s 10% Plan Required 10% of voters in each southern state to take an oath of loyalty Once the oath has been taken they can form a new state government. Required states to adopt new constitutions that banned slavery. Didn’t want to punish the south after the war Radical Reconstruction Radical Republicans with a strong influence Wade Davis Bill A majority of white male adults need to pledge an oath to the union Only white males who didn’t fight for the south could vote All new state constitutions had to ban slavery. Lincoln thought it was too harsh Andrew Johnson’s Plan Gave amnesty to the South, and all those loyal to the union Meant to humiliate the south Higher ups could receive Amnesty through appeals Ratified the 13th Amendment (freed the slaves) Reconstruction Lincoln’s 10% Plan Andrew Johnson’s Plan Radical Reconstructionist

18.1 - Many Sides to Reconstruction Lincoln’s 10% Plan 10 percent of the voters in the state take an oath of loyalty. Can form a new state government State is required to adopt a new constitution that bans slavery. Lincoln did not want to punish the south, wanted to offer amnesty Radical Reconstruction A more “Radical” approach from Republicans Wade-Davis bill: A majority of state’s white male adults had to pledge loyalty Only white males who had not fought against the Union could vote All new state constitutions had to ban slavery Andrew Johnson’s Plan Amnesty for most Southerners who swore loyalty Only white’s still in charge Ratify the 13th amendment to outlaw slavery (passed in 1865) Reconstruction Lincoln’s 10% Plan Andrew Johnson’s Plan Radical Reconstructionist

18.1 - Many Sides to Reconstruction Lincoln’s 10% Plan Required 10% of voters in Southern states to take a Loyalty Oath He did not punish the South (wouldn’t do any good) Offered amnesty Can form a new state government Adopted a constitution to ban slavery Radical Reconstruction A group of Republican reps favored more radical approach to reconstruction Wanted to turn the south into military districts, New State constitutions that banned slavery If you fought against the union then you could not vote Wanted a majority to make loyalty oaths Andrew Johnson’s Plan Southern states need to outlaw slavery Ratify the 13th amendment that outlawed slavery Amnesty for most Southerners Reconstruction Lincoln’s 10% Plan Andrew Johnson’s Plan Radical Reconstructionist

18.1 - Many Sides to Reconstruction Lincoln’s 10% Plan 10% of the voters in the state needed to take a Loyalty Oath Could adopt a new state government and state constitution that banned slavery Southerners (not Generals) would be given amnesty. Once a state met those conditions they could send reps to congress Lincoln wanted to offer a chance to southerners Radical Reconstruction Ran by the more “Radical” Republicans Wade-Davis Bill – to rejoin the union need 3 things: A majority of white males need to pledge loyalty Only white males who haven’t fought can vote New State constitutions had to ban slavery Didn’t actually pass under Lincoln (he didn’t sign it!) Wanted to turn the South into military districts Andrew Johnson’s Plan Would give amnesty to southerners who swore loyalty to the union He required the southern states to outlaw slavery Needed states to ratify the 13th amendment Meant to humiliate Southern leaders Reconstruction Lincoln’s 10% Plan Andrew Johnson’s Plan Radical Reconstructionist

Scalawags was a term used for Southerners who supported Reconstruction. Carpetbaggers was the term used for Northerners who moved to the South during Reconstruction.

18.3 – The South During Reconstruction Many white Southerners resisted Reconstruction. African Americans were widely mistreated. The Ku Klux Klan terrorized African Americans and their white supporters. In this way, African Americans were kept from voting and having a voice in Southern politics. Many former enslaved people became sharecroppers. This system proved unjust and trapped many sharecroppers in debt.
